Board Members Present: Chief John Bolduc, City of Pt. St. Lucie Police Department; Ron Parrish, Public Safety Director; Chair Howard Tipton, County Administrator Board Members Absent: Sheriff Mascara, St. Lucie County Sheriff’s Dept.; Chief Buddy Emerson, SLC Fire District; Chief Hobley-Burney, City of Ft. Pierce Police Dept.; Others Present: Tiffany Bennett, SLC Public Safety; Lt. Jennifer Chambers, SLC Fire District; Garry Wilson, Chief Deputy, SLC Sheriff’s Dept.; Chief Frank Amandro, City of Ft. Pierce Police Dept.; Craig Montgomery, SLC Public Safety; Will Greenlee, TCPalm; Adam Neal, TCPalm Motion made by Chief Deputy Garry Wilson to approve minutes from July 26, 2016 meeting. Seconded by Chief Bolduc. Unanimous approval to accept. NEW BUSINESS: Public Comment: Adam Neal, Editor of TCPalm, spoke regarding the encryption of the 800 MHz radios/scanners for the media. He stated the media is looking for transparency and asking for permission to access what they have now currently. They are requesting to purchase radios from us so they would only hear what we want them to hear. He gave to examples citing policies regarding encryption, Springfield, Massachusetts and Glen County, Georgia. Also, stated NASA has a good structured media policy. Mr. Tipton asked what the standard definition of accredited media. Mr. Neal responded there is no accreditation board for the media. Ron P. asked if they had reached out to Martin County regarding this. Mr. Neal stated they had and are requesting the same thing. Will Greenlee, TCPalm stated he had sent emails to Martin County and waiting on responses. Garry W. stated his concern regarding St. Lucie Scanner and those sorts of sites, if they gave access to media, they would want access too. He asked if Mr. Neal had seen any policies regarding that. Mr. Neal stated the policies he had seen what the requirement were for media and gave definitions and why they are doing it. Brief discussion regarding this and for officers being compromised. NASA has a media policy defining who has access. Howard T. stated they would look at the NASA policy. There was a brief discussion after regarding this. Howard 2 T. is reaching out to Dan McIntyre, County Attorney, to see if there is anybody else in Florida working on this also. Craig Montgomery gave an update on the 800 MHz radio system. They are waiting for a license from the FCC. He was assured it should be done this week. The FCC will issue a tracking number and once that number is issued, they will allow a temporary license until fully issued. Ron P. gave an update on Everbridge. Alert St. Lucie is up and running. Also, talked about IPAWS, Integrated Public Alert & Warning System. It’s a notification through the State of Florida. Tiffany B gave an update regarding the Alarm Ordinance. She stated Florida State Statutes were changed to where you cannot fine alarm companies anymore for not registering their clients. Howard stated we were getting ready for hurricane season and upcoming hurricane exercises. Also, stated the EOC has some upgrades regarding the preparation. Ron P. stated the EOC is working on sharepoint and will eventually use the WEBEOC program during activation. Howard stated the County is working with the School Board on possibly locating a pet friendly shelter. Next meeting: August 17, 2017 @ 3:00 pm. Meeting adjourned at 4:05 pm.
