On Thursday, December 18, 1986, you will be asked to
review a petition on behalf of St. Lucie County for a change in
zoning from RS-4 and IL to RM-11, for property located in the San
Lucie Plaza Subdivision, along the north side of St. Lucia
Boulevard. This. petition was presented to the St. Lucia County
Planning and Zoning Commission on December lC, 1986, at which
time, this Commission voted 5 to 0 to recommend denial of this
petition.
Attached for your review, is a copy of the staff memorandum
transmitted to the St. Lucia County Planning and Zoning
Commission on December 2, 1986. By separate memorandum, the
County Attorney's Office will be providing for your review a
Draft Resolution granting partial approval to this petition.

COMMENTS: In the spring of 1986, the Board of County Commissioners
directed that a Rlan Amendment and Rezoning petition be initiated in
their name that would consider the redesignation of certain properties
along St. Lucie Boulevard from Industrial to Residential. The purpose
of this petition would be to move those existing residential units
east of West Dixie Boulevard into a conforming zoning and land use
status. In reviewing this petition, County Staff has considered the
expansion programs of the St. Lucie County International Airport.
This petitioned area is located beneath one of the primary cross wind
runways and is projected to experience considerable growth and expan-
sion of use over the next several years.
Other"areas of'concern to Staff include the encroachment of new
residential lands into an existing industrial area and the general
incomparability of this proposal with the previously voiced opinion of
the Board against residential development in the immediate vicinity of
the airport. "'
Recognizing that several homes already exist in this area, and
that these homes could not be replaced under current regulations
should, they be destroyed, Staff offers the following recommendation:
All those lots located in Blocks 57, 58, 59, and Lots 1 thru 18
Block 60 San Lucie Plaza, Unit 1, be rezoned to RM-11.
That the remainder of this petition be denied leaving these
properties with their Industrial Zoning Designation.

Petition of the St. Lucie County Board of County Commissioners
for a change in zoning from IL (Industrial, Light) and RS-4
(Residential, Single Family - 4 d.u./ac) to RM-11 (Residential,
Multiple Family - 11 d.u./ac) located between Navajo Avenue and
Cayuga Avenue, north of St. Lucie Boulevard (San Lucie Plaza -
Unit 1).
Mr. Murphy, representing the petitioner, chose to stand by
comments made in the previous petition.
Chairman Terpening asked if there was anyone present to speak in
favor of the petition. There were none.
Those in opposition chose to stand by comments made in the
previous petition.
Chairman Terpening closed the public portion of .the hearing.
Mr. Terpening requested that Treasure Coast Regional Planning
Council comments be read into the record. Mr. Murphy first read
comments from the Dept. of Community Affairs as follows,
"...appears to be inconsistent with the residential development
policies of the GMPP on page 29." In regards to the Treasure
Coast Regional Planning Council comments, they spoke specifically
to this petition and the last sentence reads as follows,
"Consideration should be given to plans for futu're expansion of
the airport facilities and increased levels of air traffic, as
well as noise and sa~fety concerns.
Mr. Carman made a motion to deny the petition. Mrs. King
seconded the motion, and upon roll call, the Board unanimously
voted in favor of the motion. The petition will be forwarded to
the Board of County Commissioners with a recommendation of
denial.

STAFF COMMENTS:
Some months ago, the Board of County Commissioners rejected
a request to rezone several properties in this area
from Residential to Industrial uses. At that same time,
the Board directed that Staff prepare a rezoning Petition
to reZone this area to an RM-11 classification. The
various studies under way around the airport indicate
that this area is not located within a high intensity
noise area. County Staff recognizes that the highest
and best use of this property may be as a non-residential
classification. However, given the pgrticulars of this
area, including the type and number of existing uses,
County Staff cannot recommend denial of this Petition.
Staff does recommend that in any action of approval
this Board may take, the following described property

This recommendation is based on a pending Rezoning Petition
for this property, by the owners, to I (Institutional)
for the expansion of the Northside Baptist Church.
Because this petition was for the same property as Petition
#2, Mr. Sciturro stated that the same comments would
apply. Everyone was in agreement7
Mr. Sciturro closed the public portion of the meeting.
Mr. Sciturro stated that for the records the comments
from Petition #2 would also apply to Petition #3.
A motion was made by Mrs. Fawsett to deny the petition.
The motion was seconded by Mr. Myer and upon roll call, the
motion was unanimiously approved by the Board.
Mr. Sciturro stated that the petition would be sent
to the Board of County Commissoners with a recommendation
for denial.
