WHEREAS, St. Lucie County Planning and Zoning Commission, :r
after holding a public hearing of which due notice was published
at least fifteen (15) days prior to said hearing and all owners of
property within 300 feet were notified by mail of said hearing, has
recommended to the Board of County Commissioners of St. Lucie County,
that the herei'nafter described requests for changes in zoning
classification be approved, and
WHEREAS, the Board of County Commissioners held a public
hearing on September 23, 1980, after ~ublishing a notice of said

Petition of~.Smithport Mall Associates~ by their agent, Henry Riegler, Jr.,
for a change in' zoning classffication from A-1 (agriculture) to RS-MH (mobile
home park and subdivision), for proper%y approx. 180.0~' W. of U.Si1, directly East
of Southern end of Spanis~?~Lakes Riverfront.
Mr. Henry Riegler, Jr. was present and spoke in behalf of the petition.
The secretary read into the record a letter from Mr. Riegler addressed
to the Planning and Zoning Commission under date. of July 81, 1980 in which
he requested their original petition for~: R-4-C zonmng be amended to RS-MH.
On August 5, 1980 the Chairwoman, Patricia L. King sent a letter to_all
adjacent property owners advising them of this change in the petition.
Mr. Riegler stated they did not feel this property was property which
could be developed for multi-family dw·ellings and they would like to have
it rezoned to RS-MH so they could put a mobile home park there.
Mr. Davis asked Mr. Riegler how many acres were involved and he replied
that there were twenty~two acres.
Mr. Ebner stated he felt RS-MH zoning would be the most consistent use
the land could possibly have; that it backs up Spanish Lakes Condominium.
Mr. Davis noted that Gary Ament's comments indicated there is no deve-
lopment to the North or South. Mr. Riegler indicated that is correct.
Moved by Mr. Moore and second by Mr. Ebner to approve.
Mr. Davis stated ~this would increase the flow of traffic on U.S. ! and
that the Board had been talking about holding the changes in zoning until some
parallel access roads had been provided.
Chairwoman King reminded the Board it had a motion before it which had
been seconded.
Mr. Moore moved to amend his motion to hold the zoning to R-4C.-
Mr. Davis stated this is not what Petitioner is asking for.
Mr. Moore withdrew his motion.
Moved by Mr. Skeffington, and second by Mr. Davis to deny the petition.
The Board was polled with the following votes cast: Ayes: Mr. Davis, Mr.
Skeffington and Mr. Moore. Nays:~ Mr. Scott, Mr. Ebner and Mrs. King.
The Planning and Zoning Commission will recommend approval of the petition
to the Board of County Commissioners.
