at least fifteen (15) days prior to said hearing and all owners of

Petition of Peter C. Smith and Associates for a change in
zoning classification from B-3 (arterial business) to RSMH (mobile
home park and subdivision) for property located west off south
US #1, south of Spanish Lakes Riverfront.
Mr. Gerald James represented Mr. Peter C. Smith, a developer
in the area, and Mr. Elmer Justice, who developed Tall Pines Mobile
Home Park which has 250 units. He stated that R-$MH zoning is west
and adjacent to their property. Some has been zoned for mobile
home park development and they want to expand and add to the present
20 acres{2D acres more to have a total of approximately 40 acres.
He feels that the market is such in the area to warrant a larger
park and they want to add to their existing 20 acmes. He showed
a sketch of the proposed park and it would have a total of 220
mobile home pads with 5,000 sq ft on each pad and has a 3 acre
lake. They plan to build a $300,000 recreational facility and
there would be double wide mobile homes in the $30,000 to $35,000
price range.
He quoted some figures regarding tax impact and gave some
figures re Spanish Lakes East tax income. He also stated that the
crmme rate was low in the Spanish Lakes park.
Mr. William McChesney of the City of Port St. Lucie spoke in opposition
and said he would like to know where the water and sewer service
would come from as General Development would be unable to provide
any additional hookup to their facilities. He stated
that he-~felt the county was saturated with ~hisl.type of homes.
Police will have to be provided.
Mr. James stated the mobile home park would have their own
water and sewer service which would be approved by the State of
Florida. They have no intentions of tying into any public service
system.
Mr. Tiernan~asked about the tax impact and a lengthy discussion
was held.
