Mr. tt said he had made a study of what the County Commissioners wants discussed.and his own personal opinions are: Fort Pierce Utilities has plenty of water and wants to sell it which will take care of the . water proble~ Sewage plants will one day be required and when they are they ~ill Work- The nuclear plant will be finished soon and that will t ke care of most of the trafflcproblems. The need for roads and bridges is ~o% there now. -He said he had discussed density at a previous meeting in regard to Hutchinson Island and it is much lower than has been approved. ~e further stated the Island will pay 20 to 25 percent of the taxes in the ~ounty. At its ~pecial meeting March 17, 1982, the Board of County Commissioners referred the moratorium issue to the Planning and Zoning Commission. As directed by the Board attached you will find verbatim transcripts of relevant portions of County Commission meetings on March 16th and March 17, 1982, regarding the moratorium. In addition to discussion of the moratorium, the Board of County Commissioners also requested the Planning and Zoning Commission con- sider the following' (a) The Planning and Zoning Commission should ' restudy the land use element of the Growth Management Policy Plan and the infrastructure ~ of services on St. Lucie County's barrier islands; (b) The Planning and Zoning Commission should recommend any necessary changes both in the Growth Management Policy Plan and the soon to be implemented new zoning ordinance; (c) The Planning and Zoning Commission during its study if it decides to proceed, should give full consideration to the data developed by Kimley-Horn and Associates and Bell-Terpening as this data relates to Hutchinson Island.
