DISCUSSION of whether or not to recommend to the Board of County
Commissioners the imposition of a moratorium on Site Plan approvals,
revisions, or extensions on Hutchinson Island (North and South
Beach).
At its ~pecial meeting March 17, 1982, the Board of County Commissioners
referred the moratorium issue to the Planning and Zoning Commission.
As directed by the Board attached you will find verbatim transcripts
of relevant portions of County Commission meetings on March 16th and
March 17, 1982, regarding the moratorium.
In addition to discussion of the moratorium, the Board of County

(a) The Planning and Zoning Commission should '
restudy the land use element of the Growth
Management Policy Plan and the infrastructure ~

The Planning and Zoning Commission should
recommend any necessary changes both in the
Growth Management Policy Plan and the soon
to be implemented new zoning ordinance;
(c)
The Planning and Zoning Commission during its
study if it decides to proceed, should give
full consideration to the data developed by
Kimley-Horn and Associates and Bell-Terpening
