Planning and Zoning commission after holding a public hearing of Which due notice was published at least fifteen (15) days prior to said hearing and all property owners within 300 feet were notified by mail of said hearing has recommended to the .Board of County Commissioners of St. Lucie County that the hereinafter described request for a change in zoning classification be GRANTED, and WHEREAS, the Board of County Commissioners held a public hearing on September 6, 1977 after first publishing notice of said hearing in the News Tribune on August 19, 1977. Line of Lots 1 and 20. T ha Planning 8 Zoning Commission held a public hearing an July 2~ 1977. Mr. Shaffer appeared for all petitioners and explained that they would like to construc~ either two duplexes or one triplex. Upon a request from a Commission member, Mr. Thomas gave a breakdown of all R4 zoning districts. An objection was raised concerning the fact that if thc property were rezoned to R4-E, the possibility of 20 to 21 units being constructed on the property was a factor and the property' 'is too small. Mr. McIver suggested that R4-C zoning would be more con- sistent with what the petitioners wanted' to do and asked Mr. Shaffer if he would object to a rezoning of the land to R4- C~ rather than R4-E. Mr. Shaffer had no objection. No one was present to oppose the petition. Shaffer appeared on behalf of all petitioners. He explained that most of surrounding property is zoned R4E except for Indian River Community College. As he is planning to construct duplexes, this is the reason for the request of rezoning to R4E. Mr. Davis requested a breakdown of R4E .zoning. Mr.' .Thomas advised it is a maximum of 18 units~ density, subject to the Board of County Commqssioners' ap- proval. Mr. Thomas also gave the breakdown of zoni.ng on R4A, R4B, R4.C, an~ R4D. Mr. Ebner stated that according to'his ~ough calculations, Mr. Shaffer would possibly be able to build 20' to 21 units' on' his piece of property, once zoning was approved for R4E, and he objected to that many units being ptaeed on such a small~ parcel of land. Mr. McIver said that R4C zoning would be more consistent with what Mr. Shaffer wanted to do, and asked Mr. Shaffer if he would object to R4C zoning rather than R4E. Mr. Shaffer said that he had no objections. It .was noted that theme was a letter of file in favor of the rezoning quest from Frederick B. Guhse', president of Backsus Enterprises, Inc. There being no one present to oppose the petition, Mr. MoOre moved to recommend approval of the petition to the Board of, County Commissioners. The motion wes seconded by Mr. Tiemnan, and upon polling of the vote; the.motion was carried unanimously.to recommend, to the Board of County Commissioners that the property in question be rezoned to R4~C.~ W.
