WHEREAS, the'St- Lucie County Planning and Zoning Commission
after holding a public hearing of which due notice was published
at least fifteen (15) days pr$or to said hearing and all property
owners within 300 feet were notified by mail of said hearing has
recommended to the Board of County Commissioners of St. Lucie
'County that the hereinafter described requests for changes in zoning
classifications be GRANTED, and
WHEREAS, the Board of County Commissioners.held a'public hearing
on June 28, 1977 after first publishing notice of said hearing in the
News Tribune on June 10, 1977.

LEAMING (A-1 to B-3)
Existing Land Use:
Vacant across U. S. 1 to the west, vacant to the south,
with very widely scattered low density residential devel-
opment to the east and north of the proposed rezoning.
Future Land Use:
Citrus and undeveloped,, medium density residential,
with some scattered general and highway commercial
along U. S. 1
COMMENTS:
The proposed'rezoning would deepen existing 200 foot deep B-3
zoning by 75 feet. This is an identical situation to others in
the immediate vicinity in the recent past where property owners
have sought deepened B-3 zoning and presented plans for develop-
ment. Currently, there are three (3) tracts immediately adjacent
to the proposed rezoning that have been deepened to 600 feet of
B-3 zoning. These tracts total approximately twenty-six (26)
acres and all three are currently for sale with signs posted on
each of the tracts. Two primary factors should receive serious
consideration in this proposed rezoning:
(1)
Should additional land be zoned to B-3 which would permit
more intensive development and consequently more traffic
generation, especially in view of the total, lack of access
control policies on U. S. 17
(2) Is there adequate demand for the proposed rezoning, especially
in view of recent rezonings which are currently for sale?

CLARKSON AND DART (B-1 and R-lC to B-4)
Existing Land Use:
A small food store and two (2) single family dwellings
are currently located on the site of the proposed
rezoning. Two (2) small businesses are located to the
south of the proposed rezoning across Midway Road. The
remainder of the entire area is zoned R-lC and existing
land use consists of scattered low density residential
development.
Future Land Use: Low to medium density residential development'.
COMMENTS:
The proposed rezoning consists of 2.1 acres. The current zoning
of a portion of the property is B-I' (Neighborhood Business). This
is consistent with existing land use in the area and the needs of
the area. The proposed rezoning to B-4 is totally inconsistent
andpotentially seriously incompatible with existing land use and
zoning in the area. Rezoning of such a small piece of property
to such a permissive zone could possibly be considered as being
spot zoning and probably would set a very undesirable precedent
for future development.

The site Currently contains a single family dwelling
and citrus trees. Across Midway Road to the north is
a church with another church across Oleander Avenue
to the west. The remainder of the area is low density
residential wi.th some scattered citrus.
Future Land Use: Low/medium density residential and citrus.
COMMENTS:
The proposed rezoning should not prove to be incompatible with
existing land use in the area and is consistent with futur.e
land use plans for the area.

change in zoning classification from A-1 (agriculture) to B-3 (arterial
business) for the following described property:

(Located 202' East of S. U. S. #1 and immediately N. of Canal #25)
The Planning and Zoning Commission held a public hearing on 5/26/77.
Mr. Dale Johnson, representing Mr. Serlin, spoke in favor of this
petition.
Mr. Leaming said he spoke with Mr. Smith, one of the adjacent
property owners who has no objection to this petition. Mr. Learning
said he had cleared this with Mr. Ament~ County Development Coordinator,
who did not see any difficulty.
The Planning & Zoning Commission then voted unanimously to recom-
mend approval of this petition to the Board of County Commissioners.
Prior to the public hearing, notice of same was sent by first class
mail to all adjacent property owners as listed on the attached sheet.
