Murphy said an ordinance was adopted last year that estab- lishes specific criteria for paving of un~uproved County road' ways, typically in the western portions of the County when new subdivison proposals are received. The Board of County Commis- sioners became concerned that subdivisions were being developed on dirt roads, which in turn resul-ted in a considerable amount of from new homeo~mers for the County to pave those roads. A s tern was established that either obligated the developer to provide for paved access to his property and development, or to~ make some form of contribution toward that ~mprovement. The impl atation of that ordinance brought to light some problems, for .ch the Board directed Staff-to draft revisions to the ordinance. mdments in Ordinance 88-39 provide for a liberalization of s the strict requirements currently in effect. Staff approval of Ordinance 88-39; however, Staff cited regarding the proposed change for the pay-back period if collected from a private developer is not expended a five year timeframe, it is returned back to the payee. In with road construction, the five year timeframe is not ~tic. It is not uncommon for the County to become involved f year or more in right-of-way acquisition.
