Mr. Bruce Abernethy, Esquire, representing Becker Holdin~ Cor- poration and Mary Neill who are nearby property owners, did not agree with Staff comments that the subject property's use as a refuse collection center is consistent with the character of the surrounding neighborhood. In his opinion, the proposed use will have an adverse effect on surrounding properties. He said the Okeechobee Road corridor is a major entrance way into Ft. Pierce and St. Lucie County. Mr. Abernethy and his clients do not feel a refuse collection center would benefit the County's. image at this major entrance way. Regarding Staff comments, Mrs. Scanlon informed the Board that the petitioner must obtain a Conditional Use Permit to operate a refuse collection center at the subject location. Staff has found the petition generally consistent with the commercial de- velopment policies of the GMPP. In response to questioning by Mr. Carman, Mrs. Scanlon said that Staff finds the proposed use consistent with the GMPP as a condi- tional use fronting on Okeechobee Road. Although Mr. Sciturro recognized the need for this type of opera- tion in the County, he did not feel this location is appropriate. Hearing no further public comment in favor of or in opposition to the petition, Chairman Terpening closed the public portion of the meeting. In response to questioning by Mrs. Ferrick regardin~ what type of refuse would be collected, Mr. Murphy explained Staff had to review the petition from the standpoint of appropriate ~eneral business character which Staff found to be appropriate provided all commercial, general requirements are complied with, basically all indoor activities. This would be primarily an office opera- tion at which trucks would be serviced and parked. Refuse con- tainers may also be stored. The operation would not be allowed to store waste materials at the site. Mrs. Fawsett did not feel storage of garbage trucks or containers would be appropriate at a location which is an entrance way into the County and Ft. Pierce. After considering the testimony presented during the public hear- ing, including staff comments, and the Standards of Review as set out in Section 5.4.000 of the St. Lucie County Zoning Ordinance, Mrs. Fawsett made a motion that the Planning and Zonin~ Commis- sion recommend to the St. Lucie County Board of County Commis- sioners that the petition of Suburban Carting, D/B/A Atlantic Refuse Co., for a Conditional Use Permit for the operation of a refuse collection service in CG (Commercial, General) Zoning District, be denied because this use will not enhance the appear- ance of the County to those entering the County on a main artery. Mrs. King seconded the motion~ and upon roll call, the Board voted unanimously in favor of the motion. Chairman TerpeninG stated that the petition will be forwarded to the Board of County Commissioners with a recommendation of denial.
