Brosilow for a change in zoning from RS-4 (Residential, Single Family - 4 du/ac) to RM-11 (Residential, Multiple Family 11 du/ac) for five lots along the west side of South 30th Street immediately north of Stanton Avenue. -" The .92 acre property is located in a neighborhood consisting of single-family homes and duplexes, with vacant land owned by Indian River Community College to the north. The City Limits of Fort Pierce are at the north end of the property. The applicant proposes a small development of perhaps nine multi- family units. Property across South 30th Street to the east is already zoned RM-11; other surrounding zoning is RM-4. The Planning and Zoning Commission held a public hearing on this petition on December 7, 1989. Several neighbors appeared in opposition to the petition, citing traffic and water and sewer service considerations. They also presented a petition from residents opposing such a development. The petitioner responded to questions about utilities by saying that he had checked with the Fort Pierce Utilities Authority and found that they would. require him to construct a very expensive extension of the utility lines, which would cost him in excess of $50,000 and make the project economically infeasible. The Planning and Zoning Commission voted unanimously to recommend that you approve this petition. Stanton J. Brosilow presented the petition. He stated that he had nothing to add to the staff memo but was available to answer any questions. Mr. Carman asked if the water/sewer service would be provided on site. Mr. Brosilow replied it would. They had already checked on the requirements. It would be cost prohibitive to connect up to the sewer and water system available with the City of Fort Pierce. Dorothy Walker appeared in opposition to the petition. She stated she felt the subject parcel was too small for 11 units. She also stated the people in the community did not want the property rezoned because of traffic congestion; the traffic is already heavy due to the college in the area. Also the residents feel that the additional septic systems, wells and pumps would endanger the environment. Chairman Terpening asked for a show of hands from those present that were opposed to ~e petition and there were eleven. Bob Cogney stated that he lived near the campus and the college was going to put in a large science building on the same corner where petitioner was wanting to put his duplexes. Ail the additional traffic would put a tremendous load on the roads in the area. Ms. Munshaw presented staff comments. This petition involves five lots that have been assembled as a single tract which is adjacent to the City of Fort Pierce. Current zonin9 is RS-4 and proposed to go to RM-11. The surrounding land use is mixed, with duplexes and single family homes. There is vacant land owned by Indian River Community College to the north. Staff had received a communication late today from Florida Department of Transportation cautioning about allowing more density in areas that are feeders for Virginia Avenue until that project is completed. The project is expected to commence in the fall of 1990. Staff finds the project to be compatible with the surrounding area and recommends in favor of this petition. Chairman Terpening made a petition signed by residents of the area opposing this petition and a facsimile from the DOT a part of the record. There being no further comment in favor of or in opDositiQn the petition, Chairman Terpening closed the public po l~,of"the~ ~. 23 meeting. After considering the testimony presented during the public hearing, including staff comments, and the standards of review as set in Section 5.3.300, St. Lucie County Zoning Ordinance, Mr. Qarman made a motiOn that the Planning and Zoning Commission recommend that the St. Lucie County Board of County Commissioners grant approval to the petition of Stanton J.
