Reference Was m~de to-memorandum from Land Development Manager,
addressed to County Administrator/County Commission, dated August
19, 1989, re: "Petition of Barnett Bank of St. Lucie County for a
Change in Zoning from CO (Commercial Office) to CG (Commercial
General)."
Jim France, Sr. VP, Barnett Bank, was present to request approval
of this petition.
Concern was expressed by the Board regarding the changing of
Commercial Office to Commercial General only to accommodate the
size of a sign, but since the building is already built, there is
no danger of changing the use or of setting a precedent, and in
this case it would be permissible to grant approval of this
petition.
It was, therefore, moved by Com. Minix, seconded by Com.
Trefelner, to adopt Resolution No. 89-257, a resolution changing
the Zoning Classification of certain property in St. Lucie
County, Florida; and, upon roll call, motion carried unanimously.

On August 22, 1989 you will be asked to review a petition on
behalf of Barnett Bank for. a change in zoning from CO (Commercial
Office) to CG (Commercial General). The indicated purpose of the
requested change is to permit the erection of larger ground
signage than permitted under the CO designation at the new
Barnett offices, 900-E. Prima Vista Boulevard, in the River Park
area of the county~
On July 27, 1989, this matter was presented to the St. Lucie
County Planning and Zoning Commission. Following a public hearing
on this matter, thi's petition was recommended to. this Board for
approval by the unanimous vote of those members .present.
Attached you will find a copy of our original staff report on
this matter and the minutes of the July 27th meeting. Please
note the minutes of this meeting are attached under separate
cover.
Consistent with' Board policy, Draft Resolution #89-257 would
grant approval to this requested change in zoning. Staff
recommends approval of Draft Resolution-#89-257'

A RESOLUTION CHANGING THE ZONING CLASSIFICATION
OF CERTAIN PROPERTY IN ST. LUCIE COUNTY, FLORIDA
WHEREAS, the Board of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. Barnett Bank of St. Lucie County presented a petition
for a change in zoning from CO (Commercial Office) to CG
(Commercial General) for the property described below.
2. The St. Lucie County Planning and Zoning Commission,
held a public hearing on the petition, after publishing notice at
least fifteen (15) days prior to the hearing and notifying by
mail owners of property within five hundred feet (500') of the
subject property, and has recommended that the Board approve the
hereinafter described request for change in zonin§ classification
from CO (Commercial Office) to CG (Commercial General) for the
property described below.
3. On August 22, 1989, this Board held a public hearing on
the petition, after publishing a notice of such hearing in the
Fort Pierce News Tribune on August'2, 1989, and notifying by mail
all owners of property within 500 feet of the subject property.
4. The proposed zoning change is consistent with the St.
Lucie County Growth Management Policy Plan and has satisfied the
standards of review set out in Section 5.3.300 of the St. Lucie
County Zoning Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of St. Lucie County, Florida:
A. The Zoning Classification for that property described as

In reviewing this application for proposed amendment to the
Official Zoning Atlas, the Planning and zoning Commission shall
consider and make the following determinations:
Whether the proposed amendment ~s in conflict with
any applicable portions of this Ordinance;
The proposed change in zoning is consistent
with the intent of the Commercial General
zoning district.
Whether the proposed amendment is consistent with
all elements of the St. Lucie County Growth
Management Policy Plan;
The proposed change in zoning is consistent with
the commercial development POlicies of the St.
Lucie County 'Growth Management Policy Plan.
Whether and the extent to which the proposed
amendment is inconsistent with existing and
proposed land uses;
The proposed change in zoning is consistent with
the existing uses in the area.
Whether and the extent to which the proposed
amendment would result in demands on public
facilities, and whether or to the extent to which
the proposed amendment would exceed the capacity
of such public facilities, including but not
limited to transportation facilities, .sewage
facilities, water supply, parks, drainage,
schools, and emergency medical facilities;
The proposed change in zoning is not expected to
cause any excessive burden on the public
facilities in this area. These impacts have
previously been addressed through the development
review process of the Barnett expansion.

The petitioner, Barnett Bank of St. Lucie County, is
requesting a change in zoning from CO to CG for the purpose of
providing additional ground signage at their new offices located
at the intersection of Prima Vista Blvd. and South US ~1. County
staff has reviewed this petition and determined it generally
consistent with the commercial development policies of the St.
Lucie County Growth Management Policy Plan and with development
trends in this area.
In recommending approval for this petition, staff would advise
the Board that such a recommendation should not be constructed as
supporting this expansion of the Commercial General description
any farther west along Prima Vista Boulevard at the present time.
