On October 19, 1993, this Board held a public hearing on the petition, after publishing a notice of such hearing in the Port St. Lucie News on September 2, 1993 and notifying by mail all owners of property within 500 feet of the subject property. e The proposed, change in zoning is consistent with-the surrounding uses of the area, .and the subject property contains more land area than that which is needed for the proposed use or activity. On October 19, 1993, you will be asked to review the above referenced petition, for a change in zoning from HIRD (Hutchinson Island Residential District) to U (Utilities). This petition has been filed on behalf of the Board of County Commissioners for the purpose of providing additional land area for the expansion of the existing North Hutchinson Island Wastewater Treatment Plant. On September 23, 1993, the Planning and Zoning Commission held a public hearing on this petition. At that meeting, no one appeared before the Commission to object to the proposed petition. By unanimous vote, the Planing and Zoning Commission recommended approval of this petition. Attached, you will find the unofficial minutes of the September 23, 1993 hearing and a copy of original staff report on this matter. County staff has reviewed the proposed request for change in zoning and, consistent with the provisions of Policy 1.1.5.13 of the Future Land Use Element of the County's Comprehensive Plan, recommends that this Board approve Resolution 93-195, granting this change in zoning. He stated this is an application for a change of zoning from HIRD (Hutchinson Island Residential District) to U (Utilities) for the northeast sewer plant. He stated that as the designs for this plant expansion progressed, it became necessary for additiOnal property to be added to the existing wastewater treatment site. Mr. Murphy stated that staff has reviewed the proposed request and determined it to be consistent with the provisions of Future Land Use Policy 1.1.5.13 of the County's Comprehensive Plan. Staff recommends that this petition be forwarded to Board of County Commissionerswith a recommendation of approval. Hearing no comments in favor or in opposition to the petition, Chairman Klein:closed the public portion of the hearing. After considering the testimony presented during the Public Hearing, including staff comments, and the Standards of Review as set forth in Section 11.06.03, St. Lucie County Land Development Code, Mr. Skidmore moved that the Planning and Zoning Commission recommend that the St. Lucie County Board of County Commissioners grant approval to the petition of St. Lucie County Board of County Commissioners, for a change in zoning from HIRD (Hutchinson Island Residential District) to U (Utilities). Ms. Calabrese seconded the motion, and upon roll call, the Commission voted unanimously in favor of the motion. Presently, the County is completing final designs to provide for a 1.5 MGD wastewater treatment plant that will be built in three separate phases. Phase I, which is sc for completion in the summer of 1994, will have a capacity of to .5 MGD. The treated effluent produced by this plant will be usedfor irrigation on North Butchinson Island. As the designs for this plant have progressed, it has become necessary fo~ additional property to be added to the existing wastewater treatment site. This petition, filed by the Board of County Commissioners, proposes to change the zoning of a 1.26 acre tract, a of the Sands Lake View development site, from BIRD Island Residential) to U (Utility). This change in zoning L1 allow the reconstruction of this plant to proceed. This property represents the absolute minimum necessary for the c~ on of this treatment facility. County staff has reviewed the proposed request for change in zoning and, consistent with the provisions of Policy 1.1.5.13 of the Future Land Use Element of the County's Comprehensive Plan, recommends that this Board forward this petition to the Board of County Commissioners with a recommendation for approval.
