Inasmuch as no one was.present to represent the petitioner, it was move~ by Com. Park to table it until next week, which was seconded by Com. McCain and upon roll call, unanimously ca~ried. Brosilow stated he represented Mr. Blatt, and filed for this rezoning in keeping with a recent rezoning the Board had taken action on on the NW corner of Kitterman and U.S. #1, and they would like to rezone the SW corner. Mr. Blatt has 200 ft. of B-3 on U.S. #~ and the balance of approximately 400 ft. is zoned A-I (agriculture) which he would like rezoned to B-'3. We were before this Board on September 25, 1975, and the petitionu~was tabled until the Commission could make a thorough study of S. U.S.~I for access controls Mr. Faske was present at the September hearing and stated he lived directly west of this property and would like answers to two questions: first, what does the owner plan to use this property for if it is rezoned and secondly what plans are being made for Kitterman Road, it is a sandpit at one end and a mud hole on the other end. He stated this would increase the value of Bla{t's property but de- crease the value of his property~ so he is totaIly opposed to the re zoning. Mrs. Barbara Faske staten they are the only people living in the area but never get heard, This is a beautiful area. The road is passible to get to our property but can't handle any more traffic. She stated she was definitely opposed to this rezoning. Mr. Wi!lbur stated he told Mr. Brosilow what had happened with his petition and Mr. Brosilow stated he would also go along with Mr. McCain's request to wait. Mr. McIver stated he felt the Board of County Commissioners should go ahead with this access study and set up some regulations for access controls along U.S. #1. The Planning & Zoning Board then voted to recommend approval of this petition to the Board of County Commissioners because they felt future land use for U. S. #1 would be commercial and for Mr. Blatt to get the best and highest use of his property it should be rezoned to B-3 (arterial business). COUNTY C00RDINATOR~S COMMENTS (2) Existing Land Use: BLATT (A-1 to B-3~ Citrus, vacant, low density residential east and west of U. S. 1, and very widely scattered highway commercial north and wouth of the proposed rezoning adjacent to U. S. 1. Future Land Use: Citrus, low/medium density residential, and scattered highway commercial. COMMENTS: The proposed rezoning is identical in nature to others which have been before the Planning and Zoning Commission and the County Commission in re- cent months. As a result of these recent rezoning proposals: which deepen shallow strip highway comm- ercial zoning along U. S. 1, the County Commission requested staff recommendations concerning the problem. As is the case with #1 above, the County Commission has taken no action on staff recommendations and recommendations frOm the Planning and Zoning Commission. Mrs. Hickman moved to table this petition on the same reasons the Dave Wi!lbur petition was tabled~ until the January meeting. This motion was seconded by Mr. McIver. Vote was polled and carried unanimously. COUNTY COORDINATOR'S COMMENTS PLANNING & ZONING COMMISSION MEETING SEPTEMBER 25, 1975 (4) BLATT (A-1 to B-3) Existing Land Use: Citrus, vacant, low density residential west of U. S. 1, and very widely scattered highway commercial north and south of the proposed re- zoning. Future Land Use: Citrus, medium density residential, and scattered highway commercial. COMMENTS: The proposed rezoning is idential in nature to others which have been before the Planning and Zoning Commission and County Commission in recent weeks. As a result of these recent rezoning proposals which deepen strip highway commercial development along U. S. 1, the County Commission is currently studying the problem. The solution the County Commission is studying is the requirement of parallal access roads adjacent to U. S. 1 and, at the same time, deepening the existing shallow commer6ial zoning adjacent to U. S. 1. Last month, the Planning and Zoning Commission tabled a rezoning request a small distance to the south of the proposed rezoning until such time as the County Commission had decided on a course of action--probably by this Novem- ber. Consequently, it would appear logical to table the current rezoning petition until the October meeting of the Planning and Zoning Commission. AGENDA PLANNING AND ZONING COMMISSION 7:30 P. M.
