Hutchinson Island. Admn.'Lewis advised that petition was originally heard on Apr. 25th and readvertised for Public Hearing on May 16th at the request of the petitioner. Mr. Lewis read a summary of the Minutes of Apr. 25th at which time it was moved to table the Public Hearing until Oct. 17th because many adjacent residents said they would be out of town for the summer. At the May 16th Public Hearing it was reported to those in attendance that this meeting was rescheduled to Oct. 17th Moved by Com. Enns to place the matter back on the table for considera- tion, was seconded by Com. McCain, and upon roll call, unanimously carried. No one was present in favor of the petition and a telegram message was read from petitioner, Robert Epperson, advising he would be unable to attend today's hearing, requesting a 6 months delay, but that if this was not possible, he wished to withdraw the petition. Mr. & Mrs. Olga Balnicki were present to object to the petition or any resCheduling of it~ as were 38 other people in the audience. Moved by Com. The odor, noise and other unpleasantness connected with a plant of this sort will downgrade all the surrounding property and make it less valuable. We understand the purpose thereof is the proposed building of a central sewage plant to serve a large par~ of Hutchimsou Island. We regret we are unable %e attend your scheduled hearing, but we would sincerely appreciate your seriously considering the following suggestions: 1) The Zemi~g Commission disallowed this request by am overwhelming vote of 6 to ~ 2) A sewage treatment p~ant adJaceut to owners of Beach Gl-ab Colony will defiaitely cause obnoxious odors and noise pollution. We are aware ef this as we have a small sewage plant which serves our needs a% Beach Ol~h Colony and we are very aware of the oder and noise from it. (Even so, we would prefer this small plant to having a huge facility om adjacent property.) 3) At the zoning commission hearing, the representative for the proposed rezoning stated that the location in question was the most ideal location on Hutchinson Island as it is the center of population. We consider this statement irresponsible and ludicrous. There are miles of uninhabited land north of us plus a buffer zone around ~he power plant which will never be developed for residences. Fi~ putting a sewage treatment pla~t in the center of population insults one ' s intelligence. 4) The north end of Nntchinsen Island is a delightful ce~aunity of single and double family residence units. However, oar southern end has become trailer parks amd large condominiums. We at BeaCh Club Colony are trying to keep Hatchinson ISland the way we think it should be for present~ amd future generations. The National Seashore Act, increasing demands by D.E.R. and E.P.A., a recent article in National Geographic showing hew we are killing She Grand Canyon by over visitation - these and the present mammoth fight in Congress over Alaska amd its f~ture pretty definitely point out what is im the public interest~ Please, please, help ms save Hutchinson Island DONALD S. Park, Chairman Planning $ Zoning Commission March 23, 1978 PUBLIC HEARING: Petition of the Bedford-Nugent Corporation, by their agent, Robert Epperson. Mr. Epperson spoke in favor Of the petition stating that fbr the past 20 years they had been developing property on Hutchinson Island. For the past 4 years he had been working ~ith the Board of County CoMmissioners to elim- inate some of the problems on Hutchinson Island~ and that a well regulated waste water treatment facility on the South end of the Island. would be a step in the ~ight direction, proceeding along the line of the 201 program. This was presented to the County late' last ~u~er. It would be in the best, public interest for this type of facility. The rezoning request~ is because th~s property, by our engineers' studies~ is the best location for this type of project. ' Chairman McIver asked for que'stions from the Board~ b.eginni.ng with aKking Mr. Epperson why this particular piece of property, especially with the buildings ad~jacent to the property. Mr. Epperson again restated that because it fits within the 201 study. All plans by e.nglneers indicate a pumping station in or near this area. It takes high ground in a large area. Many parcels had been t6~ked at this past ~ea~. There is very little~ if no land large enough or high enough. As for adjacent bui!dings~ the barrier would be estheti~ally ac~eptabl~ to the area. Chairman McI~er then asked it there would be any odors. Mr. Epperson replied that he can- not say that there will be none~ but there will be a greater chance of them being eliminated by this type of facility. He stated that the total acreage is ~u~hly 18 acres, of which _?~ acres is usable land. The balance of the acraage contains mangroves that cannot be touched. It has been used as a cement plant for the construction of the nuclear plant. Mr. MOore asked what is to be built on this land besides a plant Epperson stated "nothing". ' Mr. Davis asked if this facility's services would be available to all of the residents of .the Island. Mr. Epperson anawered in the affirmative, from the Florida Power g Light plant to the County line, being built in phaSes~ to carry a total of 7:000 units. Nr. Davis asked if the Company would put in a sewer line and have people pay to run into the line Mr. Epperson said "yes". ' Chairman McIver recognized Mr. Dahl Creed, speaking in opposition to the petitimn~. Mr. Creed stated that he is the President of the Beach Club ColOny Homeowners Association. He presented a petition containing 400 to 500 names: emphasizing they live right next to the property in question, and ithat there will be odors from %he plant. He stated Bob Rigles is developing 4 acres in a high rise that would look right dow oh' the facility. They have a sales trailer on the property with 6 units sold and 58 units deeded~ in an investment, bf 2.5 million dollars. He furth&r stated that in speaking for thei-r own cfr-- cumstances and those of other residents, Mr. Epperson's i~dea ih ~reat'~ but his location is horrible. The high rise will be 7 stories u'p,. and should be in the- ground in 30 days or less. Across the street will be a waste water treatment plant. In short, it is his thought that thee l'and North or to the West up to ~he FPL plant would be more desirable. M~. MOore asked Mr. James if they' Would plan to use the facility, tO which Mr. James replied, "no, they would have their own". Gary 7kment commented that from the point o'f t~e pm©perty rekoning, there is no o~her land available for su.ch a facility. It would have 'to be there or North to get_an okay. It is consistent with the p.!Mn for Hutchinson Island. This land is environmentally acceptable and accept- able to-the development of the land. Mr. Epperson added that the U. 'S. Corps of Engine~.rs wil-~ not allow you to move mangroves. This is a location Consistent With the ' 201 program. This will be a location for a pumping station, and as long as it complies with the 201 program, it was acceptable to them. Mr. Davis aske'd had they looked into the possibility of using the FPL buffer zone~ to which Mr. Epperson replied that they had not contacted FPL. Chairman McIver asked Mr. EpFerson if the land to the North was suitable. Mr. EpPerson replied that to his k. now!edge, alnd area to the NOrth of Nettles Island is not large enough, being only about 6 acres~ and of that~ part in mangroves. BEDFORD/NUGENT CORPORATION (R-lA and R-4E to PS-l) Existing Land Use: The proposed rezoning is currently vacant as is land adja- cent On the north. To the south is medium density residen- tial development. To the east across S.R. A-1-A is high density residential development. Future Land Use: The adopted Plan for Hutchinson Island reflects medium den- sity residential development in this general vicinity with preservation of environmentally sensitive areas. COMMENTS: The proposed rezoning and possible use for a wastewater treatment facility is consistent with the Plan for Hutchinson Island. Ade- quate assurances should be 'provided~by the petitioner and/or deVeloPer of the proposed treatment facility that it will not be a nuisance to adjacent residential development. On February 22, 1978, the Board of County Commissioners passed Resolution No. 78-20 in support of the efforts of Mr. Epperson to construct a wastewater disposal facilitY on the south end of Hutchinson Island.
