density residential development) for property located in Tropical Acres S/D be-
tween Sunrise Drive and Sunset Drive, north of Orange Avenue.
Mrs. Baginski.stated her purpose in requesting the Plan Amendment is to conform to

have 7 tenths of a acre in Tropical Acres S/D.

Smith and A. Burney, who all objected to chang~the zoning but had no objections
to Mrs. Baginski building a home. A letter of objection was also received from
Mr. Wayne Ratliff and Mr. A. McLendonspoke in opposition.
Mr. Ament explained to those opposing the petition that the Plan Amendment would
only apply to the two lots owned by Mrs. Baginski and would in no way affect the other
property owners. _

Ae
Development outside designated future
urban area should come under PRP provisions
and be self-contained, therein providing all
required public facilities and services.
"Leap frog" development and continuous
linear development along major routes
should be restricted in order to .achieve
a cc~pact urban form.
Very low density residential develo~nent
should take place in areas having a high
degree of environmental sensitivity, at
the fringe of the planned urban' area, and
in areas outside of the planned urban area.
Agricultural zoning classifications should
be applied as a means of protecting agri-
cultural activities -- not permitting uses
that would be incompatible with farming
and not serving as merely a "holding zone"
in anticipation of future conversion to
urban uses.
Platting of new subdivisions or other land
development actions adjacent to a substandard
street right-of-way under County specific-
ations should provide for dedication of
enough addition,~l right-of-way under County
specifications to bring that adjacent e~t-
ing right-of-way up to mi nim~n standards.
All improv~ent and construction of water,
sewer, drainage, street, and parking
facilities should meet the standards of
County codes or sound professioD~l practice,
even if retained in private ownership.
All residential areas should be serviced
by adequate facilities and services.
Zoning changes and/or plan amendments
outside of urbanizing areas that would permit
greater densities may be authorized on the
basis of demonstrated feasibility and
conformance with policies established in
this plan.
Roll back zoning to lower density where
possible outside "urban nuclei".
BAGINSKI - Continued
Applicable GMMP Strategies:
I. Deny any proposals for high density
zoning.
N. Require impact analysis for all projects
above established mininmmn size.
P. Permit density transfers to pred~fined
areas.
Restrict areas having only minimal level
of public services and limited access to
very low density residential or agricultural
use, unless public services and access im-
provements are to be provided as part of
an approved development plan.
BB. Maintain very low density zoning in
tributary area of low capacity streets.
CC. Avoid extension of streets into prime
agricultural land and semi-urban areas.
Establish "urban service district" concept
that will enable the Oounty to preiride
extra services at the taxpayers' request
and upon payment of extra charges for the
services.
SS.
Carefully examine all drainage plans for
developments proposed in areas subject to
severe pondiug problems.
UU. Establish and enforce floodplain zoning
regulations.

Mr. Davis:
This letter is in regard to the petition of
Hilda Baginski to change from ~G to RL her property
in Tropical Acres S/D ~off Orange ~ve Ext.) Blk B
Lots 49 & 50.
ks a present property owner of property in the
Tropical ~cres S/B, Blk fl lots 41/42/43 with
purchase options on lots 38 & 39, I oppose the
change for the following reasons.
Most of the present residents have livestock
including horses, cattle, chickens, goats,eot.
The present zoning is in line with the area
development plan and most of the residents moved
her to avoid city life.
A ls~rge part of the homes are built on three
or more lots and allowing building on less than 100
front feet would crowd the area and take a~ay from
the pleasent country s~tmosphere.
We would welcome Hilda Baginski to our area but
a~ it is obvious she doesnt like livestock, maybe
its best she choose a more urba~ area.
