BACKGROUND:
Northern Trust Bank of Florida has petitioned for a change
in zoning from AR-1 (Agricultural, Residential - 1 du/ac) to I
(Institutional) and to amend the future land use classification
set forth in the St. Lucie County Growth ~anagement Policy Plan
from SU (Semi Urban) to PI (Public Institutional) for certain
property located on the North side of West Midway Road 1/2 mile
West of Selvitz Road.
On May 12, 1987, the Planning and Zoning
Commission voted unanimously to recommend ~hat the Board approve
the petition. Also on May 12, 1987, the Local Planning Agency
voted unanimously to recommend that the Board amend the future
land use classification set forth in the St

government. ~
The proposed location was selected because it offereO access
to virtually every corner of St. Lucie County both in existing
Oevelopment uno projecteO Oevelopment. This location proviOes
easy access t~ the Interstate Network for snorter truck traffic.

Dear Mr. Krieger:
Pursuant to section 163.3184, Florida Statutes, the
Department of Community Affairs has reviewed the two amendments
proposed for the Growth Management Policy Plan of St. Lucie
County.
-' Our review indicates ~hat the proposed amendments are
generally consistent with statutory requirements. The
designation of public institutional land use for the Northern
Trust Amendment does not seem to be appropriate in view of the
definition of this term found in the glossary of the Growth
Management P61icy Plan. The intended use seems to be warehousing
use which is allowed in the light industrial land use rather than
a public institutional use. It might be desirable to amend the
definition of the land use selected to include the trucking
aspect unique to this property and future freight trucking
activities. Comments from the Treasure Coast Regional Planning
County regarding the Needy Trust Amendment are enclosed for your
consideration and use.
