Medium density residential. This general area is one of transition from vacant and low density residential uses to medium density residential uses. As such, the zoning of the general area should be uniform to permit medium density residential uses, i. e., R-4B or R-4C. The proposed rezoning to R-4E permits high density residential uses. High density residential development is inconsistent with future land use plans for the area and, practically speaking, it is virtually impossible to develop at eighteen (18) dwelling units per acre unless a mid-rise or high-rise building is constructed. Unfortunately, the small size of the parcel precludes rezoning to anything but that of adjoining land.
