WHEREAS', the St. Lucie County Planning and Zoning Commission
after holding a public hearing of which due notice was published
at least fifteen (15) days prior to said hearing and all property
owners within 300 feet were notified by mail of said hearing,
has recommended to the Board of County Commissioners of St.
Lucie County that the hereinafter described request for a
change in zoning classification be GRANTED, and
WHEREAS, the Board of County Commissioners held a public
hearing on March 22, 1977 after first publishing notice of
said hearing in the News Tribune on March 4, 1977.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of St. Lucie County, Florida, in meeting assembled
this 22nd day of March, 1977 as follows:
1.. That the zoning- of the following described property
in St. Lucie County, Florida, to-wit: ~

of adoption of this resolution.

Petition of Ray and Doris Hogan for a change in zoning classification,
from A-1 (agriculture) to B-i (neighborhood business) for a tract of land
on. Kings Highway, approximately 1/2 mile South of Airport Rd~, Sec~ 36-34-39.
Petitioner has been operating at this site as Hogan's Groves for 16 yrs.
Now wants to provide 'eat-in' and 'take-out' food service and for this
purpose needs B-I zoning. Mr. Hogan presented a statement bearing 21 signature
indicating these people are in favor of the requested rezoning.
The petition was not opposed.

HOGAN (A-1 to B-I)
Existing Land Use:
The proposed rezoning is currently Used for
retail sale of citrus products. Surrounding
land use is citrus with a packing house about
1/4 mile to the south.
Future Land Use: Citrus.
COMMENTS:
The proposed rezoning is inconsistent with future land
use plans for the area and sound zoning policy which
seeks to minimize strip commercial development adjacent
to major roadways in St. Lucie County. The existing
use of the proposed rezoning is a permitted use, i.e.,
sale of citrus products in an agricultural area.
In December of 1975, the Planning and Zoning Commission
recommended against a similar rezoning to B-2 along Kings
Highway. The entire area is currently zoned A-1 with the
exception of the packing house to the south. It is
possible that the requested'rezoning could be considered
spot zoning. In addition, the proposed rezoning would
continue the undesirable practice of shallow strip
commercial zoning along Kings Highway. At this point,,
Kings Highway is the only arterial highway in urban St.
Lucie County which does not have large areas of shallow
frontage strips zoned for business.

Mr. Mogan sta~ed they had been es~ablmshem on Kmngs Mighway as
Hogan's ~roves for 16 years. He said people stop and want Zood so
he wou±d li~e to nave this property rezoned to B-1 to enable ~hem ~o
have bo~h an eat in and take ou~ food service. He sta~ed they have
adequate parming area ~o ta~e care of this type ousiness and felt
it was needed in that area.
Mr. ~untmng~ ~r. Travis ~il±iams and ~v~r. Dannie Lewzs all sta~ed
they have known ~he Hogans for many years, that they conduc~ a nice
clean business and that a food servmce is oadiy nee±ed in that area.
They were all mn favor oz rezoning the property.
There was no opposition to ~his petition.
The ~lanning ~ Zonzng CommiSsion then voted to recommend approva±
of this petitmon to the soarm of County Commissmoners because of the
need of ~his ~ype ~acizity mn thcs area.

Mr. Mogan stayed they had been establmshed on K~ngs Mighway as Hogan's
Groves for 16 years. People stop in and would like foo~s so we would l~ke
~o have this rezoning to enable us to have a ta~e out service as well as eat
in.
Mr. Bun~ing sai~ he was in favor of the rezoning. He stated they have
a nice place and nave a lot of people stopping ~n for foo~. There is no food
service in the area he stated, and felt it would be a great service to the
pu~!ic. He felt the Board sne give consideratLon to this and gran~ the re-
zoning pet!tion.
Mr. Travis W~lliams state~ he had known the Hogans ~or many years and
felt as Mr. Bunting d~d. Tnere ~sn't any place to buy food in that area and
in order to get sometMing to eat you have to _go ou~ to U~ #1 or into town.
He stated he was in favor of the rezonmng.
Mr. Dannie Lew~s stated ~e was a scnoo! teacher and has known the Hogans
for many years. ~e stated they had a good ousiness and an attractive p~ace
and tnat it would improve the ousiness and co~nunity to grant this rezon~ng
and he was in favor of mt.
Mr. Tiernan asked Mr. Hogan what kind of ousiness woul~ it be, a luncheon
type to eat in or ta~e out, or ooth~ to whicn Mr. M0gan stated both. Me stated
they have the ±acilities that they can do it and also nave a large parking area.
Moved by Mr. ~kef~ington, seconded oy Mr. Scott to reco~men~ approval of
this petition to the Soar~ of County Commissmoners. Vote was polled and
carried unanimously.
