Petition of William H. and Daura Hilson fOr a change in zoning classification from M-2 (medium industry).to M-~ (heavy industry), for property at Avenue D at the canal. The Planning and Zoning Commission recommended the change, in zoning classification be granted. Mr. Hilson introduced Herbert Horne who plans to operate a recyCling-plant on the site. The bulk of the material to be handled with be aluminum. There will other non'ferrOus metals also, Some junk will be gathered along with the usable materials and arrangements will have to be made for its disposal. The material will go through the baling machine and prepared for shipment. There will be no smoke and it will be a quiet operation. The possibility of carrying on the operation in M-2 was thoroghly investigated but.it was found the proper clasSification'is M-3. There was no opposition to the petition. Moved by Com. McCain to .adopt Resolution No. 77-- 109 which grants M-3. zoning to the ~ilson, was seconded by Com. Green and, upon roll call, unanimously carried. He explained that what they propose is a recye!ing plant (.aluminum, copper, etc. - non-ferrous metals) which is a cleaner industry than is presently there. He fee~s this will be good for the community~ Mr. Davis raised concern over the M-3 ~.oning, saying that it gets into aiot of things, an asphalt plant for example. Mr. Ament explained that there was a question as to whether or not this type of industry would need M-2 or M-3 zoning. When the petitioners spoke with Mr~ Thomas about it~ he recommended going for Mrs. Hilson asked about the possibility of the Commission recommending ap- proval of the petition with the stipulation that if the recycling plant does not automatmcally revert back to M-2. Her locate on the property, the zoning wou~d '' reason for this is that they. don't necessarily want M-8 zoning there, except for this particular purpose~.. -Mr.' Davis replied that it' was not legal for them to' do it that way. Mrs. Hitson then asked .about the possibility of their obtaining some kind of variance on the M-2 zoning to allow the recycling plant. Mr. Ament stated that there could be no variances on uses; it would have to be MZ8 or nothing.. Mr. Gorham pointed out that ~n asphalt plant or concrete plant would take zoning With a Special Exception. Mr. Davis wondered about the possibility of the County Commissioners al- lowing the recycling plant under storage. Mrs. Hi!son stated that the busi'ness is cleaner than what is there now (a machine shop), it would be beneficial to the county as far as employment was concemned~ and that there was to be no metal processing at the plant, just storage. Mr. Davis stated that it is an ideal lo'cation. Mr.. Ament stated that the area is one in transition; there is M-2 zoning~ B-4 zoning, a mixture of everything. There is no problem with M-3 zoning in this area. FLORIDA Resolution adopted Sept 13, 1961 INDUSTRIAL DISTRICT The M-3 district is intended for the location of manufacturing and industrial uses which, due to the materials and processes employed, will require special location and safeguards to prevent pollution of air, land, and water, by the emission of fumes, toxic gasses, dust, smoke, toxic effluents, and other wastes and to mitigate their ef- fects. To conserve and best utilize the M-3 district, uses, as per- mitted in more highly restricted districts and which are more appro- priately scheduled in such districts, are prohibited as principal uses in the M'3 district. This district is designed, lprimarily, to obtain the beSt possible long-range development of the natural_re- sources and native assets of St. Lucie County. PERMITTED PRINCIPAL USES AND STRUCTURES Any use permitted in an M-1 or M-2 district which will not'tend to violate the character and purpose of the M-3 district. Such activities as the following, including processing and/or manu- facture and storage, warehousing, and distribution where necessary: Asphalt storage - liquid or solid. Bag cleaning.
