The presentation, comments and opposition as noted in above
Plan Amendment_ . ~ _ ~ .. ~equest-apply to this zoning change petition. -
Fz~'. Groham made a motion to deny the petition and it 'was seconded
by M~. Skeffington. The vote was as follows: Ayes: Davis, Gotham, King,
M~Iver, Sciturro, Skeffington, and Tiernan. Pi~. Scott abstained'from
voting.
PUBLIC HEARING
Petition of John E. Chisholm by Agent A1 Johnson to amend
future land use ~lassification of the St. Lueie County Growth Management
Policy Plan from RL (Low Density Residential Development) to IL (Light
Industrial Development) for propert~ located on the east side of
Sunrise Boulevard at Bell Avenue. ·
He stated a non-see-thru fence would be put up between the property and
the cemetez~ and a 50 ft. buffer and plans are to landscape the area.
Mr. Grose is The owner of Inter State Moving and Storage and such a
Business does not generate noise om traffic. The adjacent buildings in
the park would be used ~or light industry trade or mechanics and would
be set back as fa~as feasible from the cemetery. These facilities would
.be-o~ened only 5 days a week and not on weekends, he stated.
Mr. Gerald james stated he was representing M~. John E. Chisholm
who is an attorney at law in New Smyrna Beach and Mr. Forest E. Grose
who wants to buy The property. Mr. James showed the Board -a plot plan
of the proposed Sunrise-Bell Industrial Park, Mr. James stated a petition
ms also submitted for rezon~ng The property to M-1 (industrial district)
as well as a Plan Amendment from the suggested residential use of the
property. The property consist of 8% acres and is next to T~eeSweet arud.
the White City Cemetery and a correctional facility is nearbyJ It wou~
be hard 'to develop such an a~ea for single family residences. -'
~Mr. Chisho3m spoke and said he had been a lawyer for SO years in
New Smyrna Beach but his family was from Ft. Pierce and this property
had been o~med by his family for 93 years. He said that his grandfather
gave the property that the ~hite City Cemeter~ is on now. He stated
he has been taxed on the property as it being industrial. He stated
That the property was not suitable for residential.
Mr. Robert Go,man spoke for M~. John Walker who opposed the change.
He said tha~ the petitioner Would not be legally bound to put up a
fence, etc. or use the site plan as submitted. He said there are some
very nice ~:omes on Sunrise and a warehouse is shown as a heavy commercial
use and would be inappropriate in a residential area.
Dm. S.P. Rowe represented the White City Cemetery Association and
said he was not an attorney but a dentist. He stated-~here was no
business pr.oper~y from Virginia Avenue to Midway on Sunrise and it would
be .SpOt zoning if changed. This facility would be very detrimental to
the"~ighbomhood and to the cemetery. It is requested by the members
that %he Board vote no on the r~uest.
The following pe~sonsobjected to the petition: Dennis Noelke,
Edwin Cashwell, Ed Hayslip, Bill Pad~ick, Oneida Strongho~ne~,
Roy Childs, Horace Higgs, Stan Hill, and Bob C~amer.
Mr. Seitu~ro made a motion to deny the petition and it was seconded
by Mr. Tiernan. The vote was as follows: Ayes: Davis, Gotham, King,
McIver, Scitur~o, Skeffington, and ~ie~nan. Mr. Scott abstained from
voting.

Vacant, as is land to the east (cemetery) with
Heavy Manufacturing and Low Density Residential
to the north across Bell Avenue, and Low Density
Residential and citrus to the west across
Sunrise Boulevard.
Low Density Residential
The proposed rezoning is inconsistent with existing land use patterns
in the area and fut~u~e land u~e recorm~ndations of the'GMPP. There
appears to be more than ~mple industrial zoning to the east which is
vacant which can accorm~date future industria~ expansion. Granting of
the proposed rezoning would set an undesirable precedent of allowing
industrial uses fronting on Sunrise Boulevard.
