Proof of Publication presented for the following:
Petition of Richard & Lorraine Charpentier 'and A.B &' Mary Jackson from R-2
(two-~-~mily dwelling) and R~iC [residential single family) to B-~i (neighborhood
business) for property located at 910 Tumblin Kling Rd, The planning & Zoning
Commission recommended approval of the petition.
Mrs.. Charpentier was present and stated that the purpose is for a neigh~
borhood beauty shop which she does not feel will be detrimental to the area.
She also stated that since they did not have enough property to meet rezoning
requirements, Mr. Jackson allowed them %o use his property and negotiations are
underway %o purchase it. Parking will be in the rear and wilI not be visible
from the street.
Co~n. Green asked if she were aware that a home occupation for this could
be granted by th~ Board of Adjustment which would eliminate the necessity of
rezoning. Mrs. Charpentier explained that according to state law and licensinq
requirements~-'~ith a home occupation she would be unable to furnish customers
with full service.
Mr. John Krapp, 912 Tumblin Kling Rd., spoke in opposition. He stated the
his property abuts 70' of Mr. Jackson's property, and he moved into the area
because there were no businesses and because it is quiet and residential. He
further stated that he does not mind a shop in the home as long as i% is low-
key and a low-volume operation. He mentioned a petition opposing this-which
was signed by surrounding property owners, but was unsure as to whether it had
been submitted- Comm. Park s~ated that he had seen the petmtlon, but it hadn
been sub~ittea to the Commission.
Moved by Comm. Price, seconded by Comm. McCain, and upon roll call unani-
mously c~rried, %o deny the petition.

COUNTY DEVELOPMENT COORDINATOR'S COMMENTS
(6) CHARPENTIER AND JACKSON (R-2 and R-lC to B-1)~
Existing Land Use: The proposed rezoning contains a single family residence
with eastern portion of the proposed rezoning currently
vacant. SUrrounding land use consists of scattered low
density residential development, citrus, and vacant.
Future Land Use: Low/medium density residential.
COMMENTS: The prQposed rezoning represents an intrusion of commercial zoning
into residentially zoned area. Because of this, the proposed re-
zoning is undesirable and potentially incompatible with existing
land uses, existing zoning-patterns, and future land use in the
area. Tumblin Kling Road is a local residential street and commer-
cial uses with their relatively high traffic generation should not
be allowed to develop along this roadway. Sufficient land already
zoned for B-1 uses is available a short distance to the west adja-
cent to Oleander Avenue. The majority of this land which is
currently zoned B-1 is either vacant or used primarily for resi-
dential uses.
