WHEREAS, THE St. Lucie County Planning and Zoning
Commission after holding a public hearing of which due notice was
published at least fifteen (15) days prior to Said hearing and all
property owners within 300 feet were notified by mail of said
hearing has recommended to the Board of County Commissioners of
St. Lucie County that the hereinafter described request for a change

Mr. Quay stated that he plans to buy the 5 acres in question from
Mr. Washington and Mr. Willems to build a raquet club which would
not be permitted in R-lC zoning, but would be permissible in A-1.
Mr. Leo Aholt, a property owner near the property in question,
stated that he was at-'the meeting to find out for what reason the
zoning change had been requested. .He felt that the reason ought
to be stated in t-he letters that were sent out to adjacent property
owners. He did not want to see barns for c6Ws or horses erected on
the property. Mr. Scott explained that al. though a petitioner states
a reason for the zoning change, once the change is approved, there
is no quarantee that the proposed use will be adhered to.
Mr. Quay then explained?fthat his contract wLth the property owners
states that in the event that he does not build the raquet club,
Mr. Washington and Mr. Willems will buy the property back and use
it for residential lots.
No one;~ was present to oppose the petition.
The planning &'Zoning Commission then voted to recommend approval
of this petition unanimously.
Prior to. the public hearing, notice of the same was sent by first
class mail t~ adjacent property owners as listed on the attached
sheet.

Mr. Allen Quay introduced himself' as the agent for Mr. Washington and
Mr. Will-ems. He stated that Messrs. Washington and Wiltems have forty (40)
acmes Which they plan to develop into sixty (60) home lots of ~/3 acre or better.~.
Mr. Quay plans to buy five (5) acres of this tract to build a raquet club, which
is not permitted in a residential zone. Under an A-1 zoning district, such a
club wo~ld be permissible. , -
Mr. Leo Aholt, a property owner near the proposed change, stated that he ii
in attendance because 'he wanted to know for wha~ reason the change in zoning ,~
been requested. He stated that he felt the purpose for the zoning change '
~hould be included in the: letters sent out to adjacent property owners. Mr. Scott
.~xp.lained that a petitioner, 'although he' states a proposed use for the zoning
, does not have to use the property as proposed once the change is approved..
Aholt then stated that he doesn't want any barns ,for cows or horses to be
~rected on the property. Mr. 'Scott stated that they could not guarantee that
would not happen.
Mr. Quay then stated that his contract with Mr. Washington and Mr. Willems
tates that if the raquet 'club is not built, they will buy back the property
~sing it for house lots.
Mr. Thomas then'asked Mr. Quay if, when talking about 1/3 acre lots, he
as .referring to the property he plans to buy, because in an A-1 district, one
ere lots are required. Mr. Quay replied, no, on the ~ive acres' he plans to
uy, there will be one home-. Mr. Skeffington asked how many courts Mr. Quay
as planning to put up. Mr. Quay stated that there would be eight (8) double
ourtS and a maximum membership of twenty (20)~ families per court, which would
e 'far below the national average. Mr. Skeffington then stated that he felt
t would be a wonderful idea, that it would help to curb the youth problem-by
iving the kids a place to go.
There were no further comments or questions, and no one was present to
raise any objections to the petition.
Moved by Mr. Tierman, seconded by Mr. Davis, to recommend approval of the
{~-'tition 'to the Board of County Commissioners. The vote was polled and carried
