THORNTON FOR REZONtNG TO R-4A BOARD OF COUNTY COMMISSIONERS September 19, 1978 ZONING - PUBLIC HEARING -JAMES THORNTON Petition of James O. Thornton, from A-1 to R-4A (multiple dwellings) property located on Emerson Ave., 1280 ft. north of Indrio Road to enable the construction of duplexes in connection with a Church 'and Church school. The petition was tab~ from meeting of Sept. 5th to allow time for Staff to meet with petitio~ ~nd work out a solution or an institutional cl~assification to cover. for Moved .by Com. Enns to put the matter back on the table, was seconded by Com. McCain, and upon roll call, unanimously carried. Gary Ament stated that the Staff recommended a R-2 classification.which would permit the c6nstruction of 3 duplexes based on a 75' frontage each (lot has a 335' road frontage) Which would still allow 100' for the Church. Of course the 10 acres could be platted with a road built in the middle but it would then have to meet plat filing regulations. Mr. Thornton was present and said he was willing to reduce his zoning request to R-2. Mrs.-Sam Waters, whose husband voiced oppostiion last ~eek, was present and said they still Objected because while Mr. Thornton was most sincere in his work for the Church, she was fearful of the type of people'who might ~rent the duplexes if the Church had to sell the p~operty. She said there were ' several structures on the site now and Mr. Thornton went to the map and showed the loc~tion-of these structures, a chapel, bathroom, office and barn and also .where the Church itself would be located. He said there were two trailers on the site now to be removed when the duplexes are built. Mr. Thomas said that under the present A-1 zoning a Church can be built along with a parish house and that the trailers were on the property through a variance from the Board-of Adjustment. Moved by Com. Enns to adopt Resolution No. 78-89 which grants R-2 zoning. was seconded by Com. Price and upon roll call, unanimously carried. Later they hope to build more duplexes and educational facilities. Adjacent property owner Helmut Wales wanted to know how the duplexes would effect his property and if Mr. Thornton would put up a fence on his sid~ and put in a road on his property since he was presently using one on his(W~lE property. He admitted that the property wastfor sale and that the purchaser withdrew due to the indecision ~as to who was ~ut up a fence and where. Mr. Thornton stated that Mr. Waies ' originally had agree~ ~o Put up the fence, but that they would fence it and also put in their own road. Mr. Sam Waters speaking on behalf of his father who bought property to the north and is now building a house, stated he did not want to see the re- zoning because if the property was sold it could be.open for a considerable number of duplexes or anything else in that classification. Com. Enns stated that the multiple dwellings concerned him and-wondered if Gary Ament and the'A~ty, could work out some institutional clasSification to take care of this situation. Com. McCain moved to table the matter until Sept. 19th to allow time for Staff to try and work-out a solution, which Was seconded by Com Enns, and upon roll call,unanimously carried. Mr. Waters stated that maybe he cannot see us but we can hear'them~ Also speaking in opposition to the petition was Mrs. Christopher, daughter of Mr. & Mrs. Helmut Wales, adjacent property owners. She s~ated that her parents had just purchased the property and were planning on building a home there. She fe%t that R-4 zoning would let anything in. Mr. Moore suggested to Mr. Waters that he could also hear the traffic along Indrio Road and that their area was not the quietest in St. Lucie County. Mr. Thornton is doing a fine job in St. Lucie County and that perhaps we should all learn to live together. Mr. Ament's comments were read into .the public ~cord by Mr. Davis.
