develounent is not in the best-interests of

It should be noted that since th~s plan is
based ~n extensive research and analysis,
it is presumed to be valid, and the ~nsi-

In general, m~jor com~rcial development
should take place adjacent to the major

Traffic Circulation Element. This will
help reduce adverse impacts of conmercial
areas on low density residential developl
ment. Farther, this .policy represents a
conscious effort by the' Qounty to contain
most new commercial development within a
more limited number of compact areas.
The creation of distinct commercial nuclei
will be encouraged in order to ~void creation
of poorly developed areas alon~ S. R. A-1-A.
Tourist serving and local serving cc~ner-
cial activities while having different':
functions, will be located in close relation-
ship to one another in au. effort to mini-
mize conflicts with residential areas.

The coastal zone resources of St. Lucie

should be developed and managed in a mau-
