A FORRESOLUTION AMENDING THE EXISTING

KNOWN AS ME.%DOWOOD
WHEREAS, the Board of COunty Commissioners. for st. LUcie
County, Florida, has m~de the following-
1.
On April 21, 1981, the Board of County Commissioners
granted final planned development approval to the
residential project known as Monte Carlo Country Club.
Overall unit density was approved at 1.12 du/ac (442
units).
2. On April 23, 1985, the Board of County Commissioners
approved through Resolution 85-82 the rezoning of an
a~itionai 70 (+/-) a¢~es of . land to Planned ~Unit
Development, said land to be added to the existing Monte
Carlo Country Club Planned Unit Development. Overall unit
density was now 1.15 du/ac (520 units).
At the 'time of the 'Planned D-evelopment approval 'granted-
through 85-82, there were no-speCific indications of-use
for the additional property. Instead the petitioners
proposed to reassign the unit density from this site into
theexisting' ' Monte Carlo development site..
4. On August 8, 1989, through 'Resolution 89~'187

Carlo County .Club. to Mea-dowood. -
5. The present developers of the Meadowood Planned Unit
Development are desirous of developing the west 70 acres-
(+/-) added to the development site in 1985.
6. The developers are proposing to add 100 residential units
and nine additional golf holes.
7. The St. Lucie County Planning and Zoning Commission, held
a public hearing on the petition on January 23, 1992,
after publishing notice at least fifteen (15.) days prior
to the hearing and notifying by mail owners of property
within five-hundred (500') feet of the subject property,
and has recommended that the Board approve the requested

8. On March 10, 1992, this Board held a public hearing on
the petition, after publishing a notice of such hearing
in the Port St. Lucie News on February 19, 1992 and
notifying by mail all owners of property within five-
hundred (500') feet of the subject property.
9. The proposed development modification is consistent with
the general purpose, goals, objectives, and standards of
the St. Lucie County Land Development Code, the St. Lucie
st.C°untYLucieC°mprehensiVecounty. Plan, and the Code of Ordinances
10. The proposed development modification will not have an
undue adverse effect on adjacent property, the character
of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health,
safety and general welfare.
11. All reasonable steps have been taken to minimize any
adverse effect of the proposed project on the immediate
vicinity through building design, site design,
screening.
12. The proposed project will be constructed, arranged and
operated so as not to interfere with the development and
use of neighboring property, in accordance with
applicable district regulations.

facilities and services.

NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of St. Lucie County, Florida:
Pursuant to Section 11.02.05(F) of the St. Lucie County Land
Development Code, the site plan for the project known as
Meadowood be, and the same is hereby, approved and amended as
shown on the site plan drawings for the project prepared by
Cotleur-Hearing, dated January 30, 1992, and date stamped
received by the St. Lucie County Community Development
Administrator on February 4, 1992 subject to the following
conditions: ,

Dear Dennis:
Under separate cover, you will have delivered to your
attention today revisions to the Meadowood PUD, which revisions
heldwere on presented January to 23, the 1992. Planning and Zoning Board at its meeting
The revisions which have been made to the Plans are minor.
Basically, the recreation building and the tennis court complex
were removed, and the residential development pods were converted
to larger units on a zero lot line basis.
It is hoped that due to the very minor changes, that review

Petition of Meadowood Development Corporation for a Major
Adjustmentas Meadowood.t° an approved Planned Unit Development known
On Tuesday,.March 10, 1992, you will be asked to review the
petition of Meadowood Development Corporation for a modification to
the existing, and previously approved, Planned Unit Development
know, mas Meadowood. The developers of this project are proposing to
add 100 additional dwelling units on a 70 acre (+/-) tract of land
at the west end of the project adjacent to 1-95.
The developers of this project are proposing to construct 100
new townhomes, ~ith a property ownership pattern to be standard fee
simple. This would not be condominium. This area of expansion
would also include nine (9) additional golf holes that would be
added to the existing Meadowood course, bringing the total number
of golf holes to 27.
On January23, 1992 the Planning and Zoning-Commission held a
public hca=lng on the proposed changes to this project,s existing
development plan. At that time, the developers original submission
called for a total of 196 new units, under a condominium type
ownership pattern. During the public hearing on this revision the
developers agreed to reduce the total number of units to 100,
bringing the overall unit total for the Meadowood project to 594
units, or a gross density of 1.31 units to the acre. This
represents an increase of ,16 units to the acre over the previously
approved density of 1.15 du/ac. The property,s current Land Use
designation would permit up to 2 units to the acre.
County staff has reviewed the proposed development plan for
consistency with all applicable local
determined i.t compliant-.-~ .... development codes and
at the ' = w~un ~nesem~nlmumstandards. Issues raised
prior hearings on this matter relative to internal
covenants, deed restrictions and the number and type of units
planned are not a part of the County,s review charge and are not

included in any of the prior approval orders. Private disputes
such as the issues raised during the Planning Commission,s review
of this project are more appropriately handled through regular
civil court means.
Attached you will find a copy of draft Resolution 92-054
which, if approved by this Board, would authorize the submitted
modifications to the existing Meadowood development plan. Staff
recommends approval of draft Resolution 92-054, subject to the
cited conditions within it.

Development (Meadowood).
On January 23, 1992, this Board will hold a public hearing on
the proposed expansion of the existing Meadowood Planned Unit
Development project. This item was originally scheduled for
Consideration at your meeting of December 5, 1991, but at the
request of the applicant, this matter was tabled to allow them
additional time to Work out some outstanding issues with the
adjacent proper~y' OWners'. As of the date'of this memorandum, this
office has not received any confirmation of resolution of those
issues.
Attached for your review is a copy of the original staff
report on this matter, less the site plans. Staff continues to
recommend approval of this proposed amendment since it complies

portion of the Meadowood Planned Unit Development for the following
described property: See Legal Description Attached
(Location: Meadowood - 3001 Johnston Road)
If it becomes necessary, these public hearings may be
continued from time to time.
Please note that all proceedings before the Board of County
Commissioners are electronically recorded. If a person decides to
appeal any decision made by the Board of County Commissioners with
respect to any matter considered at such meeting or hearing, he
will need a record of the proceedings, and that, for such purpose,

I am an owner at Meadowood Golf and Tennis
Club, 4005 Unit 201Meadowood Drive, Fort Pierce, FL.
I am opposed to a major adjustment to the existing
planned unit development to add 192 residential units
and an additional 9 hole Golf Course.
We purchased at Meadowood because it was not an
intense development. ' Furthermore, we have had a leak
in our roof for over two years.
Frankly, if Meadowood cannot provide quality
construction and repairs in the present units why
should they be allowed to expand.

Please be advised that as a resident of Meadowood Development
I would OPPOSE VERY STRONGLY any changes to the present Density,
or the lowering of any of the minimum requirements that are
required for the minimum size of any additional units of any
description, to be constructed anywhere within the present
confines of Meadowood Development.
There is a Declaration of Covenants, Conditions, Easements and
Restrictions of Monte Carlo Country Club on file with the state
of Florida and it is my wish that no one be allowed to stray
from this set of rules.
As a resident of Meadowood I strongly oppose any units of 700
900 or 1000 square feet being constructed. The minimum
requirement is 1400 square feet in the Covenants and that should
be abided by. ,
