Florida Statute. As of this date, .my office nas not received ~ny return comments from theDepartment about this petition. On September 22, 1986, the Treasure Coast Regional Planning Council held a hearing on the proposed petition, and reported tha. t-.the Proposal did not conflict with any adopted Council plans or policies. Attachedyou will find a copy of the original staff report on this matter. County staff has no objections to this petition and recommmends its approval. Staff would at this time, remind the petitioner of the County's long range desire to realign the intersection of Seager Road/Easy Street/South U.S. 1 in this area. This office represents Hayslip Landscape in connection with the referenced Pe.t ition-' The subject property, which contains approximatly 18 acres, is located adjacent to and immediately west of the petitioners 'existing facility which is located on the west side of U.S. High- way Number i just north of Sager Road. At this facility, which has bee.n in place approximatly 10 years, Hayslip Landscape oper- ates a garden supply business, a tree nursery, and a landscaping business. A change in the future land use designation of the GMPP to CG (Commercial, General) is required in order to allow an expansion of the existing facility. The proposed use of the subject property is comparable with the present utilization of surrounding properties. Furthermore, county staff in its memoranda dated July 16, 1986 to the local planning agency and August 1, 1986 to the county administrator has indicated that the petition meets the location requirements for commercial land use and that staff has no objection to the pet it ion. Evaluation The proposed amendments to the Land Use Element have been reviewed in accordance with the requirements of Chapter 163, Florida Statutes, Council's review procedures, and Council's adopted plans and policies. The following comments are offered as a result of-that rpview. - The proposed amendmentS are not in conflict or inconsistent with adopted Council plans or policies. Proposals to convert large tracts of agricultural lands to semi-urban uses (e.g., Item 20) are of some concern, however, and should not be considered prior to a comprehensive reevaluation of the County's goals and objectives for the entire area (see attached letter). ~ PriOr to the approval of the land use amendments, the proposed changes should be teSted aoainst the St. Lucie County transportation model, to assure that the affected roadways can accommodate the more intense land uses. A primary concern is the relationship · ~f the project with the existing. urban/agricultural boiundary. DeveloPment of the property as residential may crealte compatibility problems with existing agricultural development. Prior to considering any change in land use, the County~should carefully consider its long range plans for this area, lprovision of infrastructure and services,~ and the impacts of i residential development on ~agricultural activities in the area. The petitioners were aware of this and Staff had discussed it with them and it would be worked out at a later date. A motion was made by Mrs. Fawsett to approve the petition.
