IN ST. LUCIE COUNTY, FLORIDA WEEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: m On January 28, 1992, this Board granted approval to the petition of America's Family Golf Sports Center, Inc., through Resolution 92-030, for a Planned Non-Residential Development to be known as Treasure Island Amusement Center. On November 10, 1992, this Board granted approval, through Resolution 92-237, for a Major Adjustment to the approved Planned Non-Residential Development for the addition of a batting cage, "bumper boats," and "krazy kars." On August 24, 1993, this Board granted conditional use approval, through Resolution 93-136, for.the operation of two go-cart tracks at the approved Planned Non- Residential Development for the property described in Part "B" below. Rainforest Golf & Sports Center, Inc. (formerly: America's Family Golf Sports Center) presented a petition for a Major Adjustment to the approved Planned Non- Residential Development for the addition of two go-cart tracks located on the property described in Part "B" below. The Development Review Committee has reviewed the site plan for the proposed Major Adjustment and has found it to meet all technical requirements and to be consistent with both the existing zoning and the Future Land Use maps from the St. Lucie County Comprehensive Plan. The proposed Major Adjustment is consistent with all elements of the St. Lucie County Comprehensive Plan and has satisfied the standards of review set forth in Section 11.02.05 of the St. Lucie County Land Development Code. Ail reasonable steps have been taken to minimize any adverse effect of the proposed adjustment on the immediate vicinity through building design, site design, landscaping, and screening. 10.' On Tuesday, September 21, 1993, you will be asked to review the request of Rainforest Golf & Sports Center, Inc. for a Major Adjustment to a Planned Non-Residential Development (PNRD). This Major Adjustment identifies on the project-site plan the specific location and configuration of two go-cart tracks, previously approved by this Board on August 28, 1993 under the County's Conditional Use standards. County staff has reviewed this Major Adjustment for consistency with the St. Lucie County Land Development Code and Comprehensive Plan, as well as with the approved PNRD and Conditional Use. Based upon this review, staff recommends approval of this Major Adjustment. Staff comments was presented by Luis Serna. He stated that this application was for a change in zoning from RS-2 (Residential~ Single-Family - 2 du/ac) to PNRD (Planned Non-Residential Development) in order to develop a miniature golf course on a 4.5 acre parcel. He stated that it was located at the intersection of Andrews Avenue and Peters Road. He said the zoning to the north and west is RS-2 (Residential, Single-Family - 2 du/ac) and to the east is C-3 (Commercial) in the City of Ft. Pierce. He said the site plan being submitted by the petitioner is to develop 36 holes of miniature golf at this location. The proposed design places the miniature golf courses generally in the southeast portion of the site with a structure west of the miniature golf courses. The western portion of the site consists of drainage for the site. Commercial zoning exists to the south, which is the Manufacturers Outlet Mall and to the east is Cracker Barrel Restaurant and Motel 6. The area is characterized by commercial development associated with 1-95, the Turnpike and Okeechobee Road interchange area, with mixed residential. He stated that the petitioner wanted to construct a miniature golf course that would be a very effective recreational ammenity for the County. He said it would be created to be consistent with mountainous type of terrain and would go nicely with the surrounding area. Mr. Paul DuPont, adjacant property owner, appeared before the Commission. He asked what they meant by miniature golf course and arcade. Mr. Murphy replied that there would be an arcade building which contained the typical video games. He said there were no other facilities proposed for the site other than the golf course and batting cages. Mr. DuPont stated that it seemed to be very nice; however, he was concerned about noise. He asked if site plans were available. Mr. Murphy replied yes. 22 There being no further comments in favor of the petition, Vice- Chairman Skidmore closed the public portion of the hearing. Mr. McCain asked if the future site of the golf site curved around the side of the retention ares. Mr. Murphy replied yes. He said the future 18 hole site would have to come back as a revision to the PNRD with a level of detail. Mr. Culpepper added that the arcade would consist of video games and the concession and office activities would take place in the clubhouse. Vice Chairman Skidmore asked how far up Peters Road was paved. Mr. Murphy replied 3ust beyond Motel 6. Vice Chairman Skidmore asked what the intention of Andrews Road was. Mr. Murphy replied that until a commercial activity access onto it, Andrews Road was going to stay a dirt road. Mr. Skidmore stated that the County needed to look into this area in the near future. Mr. Murphy replied they were aware of this. This development pattern may be attributed in part to a growth in commercial development associated with the 1-95, Okeechobee Road, and Florida Turnpike interchanges. Consistent with development in this area, there are both commercial and residential land uses surrounding the subject parcel.
