WHEREAS, the Board of County Commissioners of St. Lucie
County, Florida, 'has made the following determinations:
1. Spencer and Shirley Crowe presented a 'petition for
determination of a class A mobile home as a detached
family dwelling uriit in an AR-1 (Agricultural, Residential
'du/ac) z°ning District.
2. The St. Lucie COUnty Planning and Zoning
held a public hearing on the petition, after publishing notice

MINUTES OF APRIL 23. 1987
Mr. Carman made a motion to approve the minutes of April 23, 1987
regular meeting of the Planning and Zoning Commission/Local Plan-
ning Agency. Mrs. Ferrick seconded the motion, and upon roll
call, the Board unanimously voted in favor of the motion.
MINUTES OF MAY 12, 1987
Mr. Carman made a motion to approve the minutes D~ May 12, 1987
special meeting of the Local Planning Agency/Plahn~ng and zoning
CommissiOn. Mrs. Fawsett pointed out that there was an error on
Page Two of subject minutes where it should have been Vice Chair-
man Fawsett, not Vice Chairman Terpening. Mr. Carman made a
motion to approve the minutes with the correction. Mrs. Ferrick
seconded the motion, and upon roll call, the Board unanimously
voted in favor of the motion.
PUBLIC HEARING:
Petition of Spencer and Shirley Crowe to define a Class A Mobile
Home as a Single Family Dwelling Unit in AR-1 (Agricultural,
Residential - 1 du/ac.) zoning located on the southwest corner of
South Rock Road and Research Station Road.
Mrs. Shirley Crowe presented the Petition explaining that they
wish to have a double wide mobile home on their property.
Chairman Terpening asked if there was any public comment in favOr
of the petition. There were none.
Mrs. Barbara Walden stated that she opposed the petition.
Chairman Terpening informed the Board and public of the receipt
of a telegram from Mr. John Georgacopoulos. Mr. Georgacopoulos
had phoned in to the Planning and Zoning Secretary earlier in the
day to state his opposition. The telegram from Western Union
contained an unintelligible message (being all numbers and sym-
bols).
In addition, a letter of opposition was received from William and
Cecelia Sayles.
Mrs. Ferrick asked Mrs. Crowe what type of roof and siding the
unit has. Mr. Murphy answered Mrs. Ferrick's question by re-
plying that the unit has standard wood grain siding, a pitched
roof, and is a double' wide unit. It complies with all the re-
quirements for a Class A determination. The petitioners had
supplied photographs and all the required information. Mrs.
Crowe said that the unit is a manufactured home, 28 ft. wide and
68 ft. long.
Hearing no further public comment, Chairman Terpening closed the
public portion of the hearin§.
Representing Staff, Mr. Murphy informed the Board that the peti-
tion had been reviewed and the subject home complies with all
Class A determination requirements. Staff recommended approval
of this petition.
After considering the testimony presented during the public hear-
ing including Staff comments and the standards of review set out
in Section 2.2.000(46) of the St. Lucie County Zoning Ordinance,
Mr. Carman made a motion that the Planning and Zoning Commission
recommend that the Board of County Commissioners grant the peti-
tion of Spencer and Shirley Crowe. Mrs. Ferrick seconded the
motion, and upon roll call, the Board unanimously voted in favor
iof the motion. Chairman Terpening informed ~the petitioners that
the petition will be forwarded to the Board of County Commis-
sioners with a recommendation of approval.

PROCEDURES OF GENERAL APPLICABILITY
Section 5.1.100 Notice
Notice of all public hearings which are required by a
of this 0rdinance snell be given as follows, unless
stated otherwise:

Every required notice shall include: the date, time, and
place of the hearing; a description of the substance of
the subject matter that will De discussed at the hearing;
a legal description of the properties directly affected
including the street address when available; a statement

to take; and a statement that the hearing may be continued
from time to time as may be necessary.

ad valorem tax roll, and to all property owners who
own real property within five hundred (500) feet of
the property directly affected by the proposed
action whose address is known by reference to the
latest ad valorem tax rolls, not more than thirty
(30) days nor less than fifteen (15) days before the
date of the hearing.

(b)
Amendments That Affect Five (5) Percent or More of
Land
An amendment re' the Official Zoning Atlas or an
amendment to the t%xt'of this Ordinance that affects
five (5) percent or more land in the County's juris-
diction does not require notice by mail.
Postin~ of Notice
(a)
The petitioner shall erect and conspicuously place
upon the subject property at least one notice which
shall contain the following information:
(i) Present zoning and requested rezoning classifi-
cation; and
(ii) Dates of scheduled hearings.
The petiti6ner shall also provide an affidavit
signed by the petitioner and notarized stating that
the notice was posted at the initiation of the
advertising period. Failure to maintain a conspic-
uous notice on the property shall not affect any
change or amendment of said Zoning Ordinance.
Section 5.1.200 Hearing Procedures
(1)
Setting the Hearinq
When the Development Coordinator detarmines that an appli-
cation for. an amendment to the Official Zoning Atlas, an
application for an amendment to the text of this Or-
dinance, an application for a Rlanned Unit Development, an
application for conditional use approval, an application
for a major adjustment to a conditional use, an
application requesting a Class A Mobile Home be defined as
a detached single-family dwelling unit, or an application
for a variance is completed, or that a 'petition for an
administrative appeal has been filed, he shall notify the
appropriate decision making body so a public hearing may
be set and notice given in accordance with the provisions
of this Ordinance.
(2)
Examination and Copying of Application and Other Documents
Any time after the provision of notice, as required by
this Ordinance in Section 5.1.100, any person, upon
reasonable request, may examine the application or
petition in question, and the material submitted in
support or opposition to the application or petition in
the Office of the Development Coordinator during regular
