MINUTES OF APRIL 23. 1987 Mr. Carman made a motion to approve the minutes of April 23, 1987 regular meeting of the Planning and Zoning Commission/Local Plan- ning Agency. Mrs. Ferrick seconded the motion, and upon roll call, the Board unanimously voted in favor of the motion. MINUTES OF MAY 12, 1987 Mr. Carman made a motion to approve the minutes D~ May 12, 1987 special meeting of the Local Planning Agency/Plahn~ng and zoning CommissiOn. Mrs. Fawsett pointed out that there was an error on Page Two of subject minutes where it should have been Vice Chair- man Fawsett, not Vice Chairman Terpening. Mr. Carman made a motion to approve the minutes with the correction. Mrs. Ferrick seconded the motion, and upon roll call, the Board unanimously voted in favor of the motion. PUBLIC HEARING: Petition of Spencer and Shirley Crowe to define a Class A Mobile Home as a Single Family Dwelling Unit in AR-1 (Agricultural, Residential - 1 du/ac.) zoning located on the southwest corner of South Rock Road and Research Station Road. Mrs. Shirley Crowe presented the Petition explaining that they wish to have a double wide mobile home on their property. Chairman Terpening asked if there was any public comment in favOr of the petition. There were none. Mrs. Barbara Walden stated that she opposed the petition. Chairman Terpening informed the Board and public of the receipt of a telegram from Mr. John Georgacopoulos. Mr. Georgacopoulos had phoned in to the Planning and Zoning Secretary earlier in the day to state his opposition. The telegram from Western Union contained an unintelligible message (being all numbers and sym- bols). In addition, a letter of opposition was received from William and Cecelia Sayles. Mrs. Ferrick asked Mrs. Crowe what type of roof and siding the unit has. Mr. Murphy answered Mrs. Ferrick's question by re- plying that the unit has standard wood grain siding, a pitched roof, and is a double' wide unit. It complies with all the re- quirements for a Class A determination. The petitioners had supplied photographs and all the required information. Mrs. Crowe said that the unit is a manufactured home, 28 ft. wide and 68 ft. long. Hearing no further public comment, Chairman Terpening closed the public portion of the hearin§. Representing Staff, Mr. Murphy informed the Board that the peti- tion had been reviewed and the subject home complies with all Class A determination requirements. Staff recommended approval of this petition. After considering the testimony presented during the public hear- ing including Staff comments and the standards of review set out in Section 2.2.000(46) of the St. Lucie County Zoning Ordinance, Mr. Carman made a motion that the Planning and Zoning Commission recommend that the Board of County Commissioners grant the peti- tion of Spencer and Shirley Crowe. Mrs. Ferrick seconded the motion, and upon roll call, the Board unanimously voted in favor iof the motion.
