Petition of Glen O. Black for a Change in Zonin

On Tuesday, November 24, 1987, this Board is scheduled t
review a petition on behalf of Glen O. Black, for a change i
zoning from CG to IL, for property located along the north side
of North A-l-A, along the east side of the Indian River. Th
petitioner is seeking this reclassification to permit th
construction of a new fishpacking and marine facility. This ne)
construction would replace several existing structures/fac~litie:
on this site that are in need of repair.
On Thursday, October 22, 1987, the St. Lucie County Planning
and Zoning Commission voted unanimously to recommend approval of
this petition.
Attached you will find copies of our original staff report on
this petition, and the minutes of the October 22, 1987, Planning
and Zoning Commission meeting. Consistent with Board policy,
attached, you will find a copy of Draft Resolution #87-258 that
would grant approval to this petition.

Petition of Glen j. Black for a change in zoning from CG (Commer-
cial General) to IL ('Industrial Light) for property located a~.
the northeast corner of North A-1-A and the Indian River (oppo-

Mr. Tom Lilly presented the petition. He explained that the
petitioner wishes to construct a new building on this site and
remove the existing decaying structure. The petitioner has been
in the fish packing business for 25 years and wishes to continue.
The new building will be located 80 or 90 ft. to the west,
extending an additional 130 ft.
Mrs. Fawsett questioned. Mr. Lilly about a truck trailer on the~-~?~-4
property. Mr Lilly said that the truck trailer is used for
Storage, and will be removed .and the entire site will be cleaned~a
up. Docks that are in disrepair will also be removed and a new
500 ft. dock will be constructed.

Residential Development zoning district is adopted by the Board

Mr. Lloyd Vonckx, an adjacent property owner, stated that he had
no objection to the petition.

A RESOLUTION CHANGING THE ZONING CLASSIFICATION
OF CERTAIN PROPERTY IN ST. LUCIE COUNTY, FLORIDA
NHEREAS, the Board of County Commissioners of St. Lucie
County, Florida, has made the,~following determinations:
1. Glen O. Black presented a petition for a change in
zoning from CG (Commercial General) to IL (Industrial light) for
the property described below.
2. The St. Luoie County Planning and Zonin.g Commission,
held a public hearing on the petition, after publishing notice at
least fifteen (15) days prior to the hearing and notifying by
mail owners of property within five hundred feet (500') of the
subject property, and has recommended that the Board approve the

CONNENTS
The petitioner, Glen J. Black, is proposing to expand his
exlstlng flsnery activities along the North Beach Cauesway. To
accomplish this expansion the suOject property must flrst be
designated to an IL (Inoustr~ial Llgnt) zoning designation. This
requested change is consistent wltn the property,s future lano
use designation.
Generally, uses along the shoreline of tne Indian River
throughout this area are orientated towards marine use. Recently,
within the past two years, the City of Ft. Pleroe nas granted
approval to a Oevelopment of Regional Impact request on behalf of
Harbortowne Marina, to construct a general use marina with
approximately 400 slips directly opposlte this slte. Construction
of this facility is underway and the first phases Should be
complete in 1988.
County staff nas no objection to the requested change in
zonlng slnce it would authorize the physical expansion, subject
to all construction approvals, of an existing marine dependent
facility. However, staff does nave some concern over
development proposal along the Shoreline areas of the Indian
Rlver Lagoon and would aovlse the petitioner that prlor to the
construction of any new facilities, all appropriate steps be
taken to ensure that degradation of the Indian Rlver Aquatlc
Preserve aces not occur. Altnougn no development or construction
plans nave yet Peen submitted for revlew, if slte plan revlew is
required, an environmental assessment report will be requireo
addressing project lmpacts, if any, upon the Indian Rlver Aquatic
Preserve·

INTRODUCTION OF NEW MEMBER: Chairman Terpening welcomed Mrs. Jo
Ann Allen as a new member of the Planning and Zoning
Commission/Local Planning Agency.
ELECTION OF OFFICERS: Regarding the election for Chairman, Mr.
Carman made a motion to nominate J. P. Terpening. The motion was
seconded by Mrs. King. There were no other nominations. Upon
roll call, the Board voted unanimously in favor of the motion
thereby electing Mr. Terpening as Chairman.
Regarding the election for Vice Chairman, Mr. Carman made a
motion to nominate Mrs. Mabel Fawsett. The motion was seconded
by Mrs. King. There were no other nominations, and Mr. Sciturro
made a motion that nominations be closed. Upon roll call, the
Board voted unanimously in favor of the motion thereby electing
Mrs. Fawsett as Vice Chairman.
Regarding the election for Secretary, Mr. Carman made a motion to
nominate Dolores Messer. The motion was seconded by Mrs. King.
There were no other nominations, and upon roll call, the Board
voted unanimously in favor of the motion thereby electing Dolores
Messer as Secretary. '
MINUTES OF SEPTEMBER 24, 1987
Approval or suggested changes to the Minutes of September 24~
1987 was not voted upon at this meeting. This issue will be
voted upon at the next Planning and Zoning/Local Planning Agency
meeting.
PUBLIC HEARING:
Petition of Glen J. Black for a change in zoning from CG (Commer-
cial General) to IL (Industrial Light) for property located at
the northeast corner of North A-1-A and the Indian River (oppo-
site Harbortowne Marina).
Mr. Tom Lilly presented the petition. He explained that the
petitioner w~shes to construct a new building on this site and
remove the existing decaying structure. The petitioner has been
in the fish packing business for 25 years and wishes to continue.
The new building will be located 80 or 90 ft. to the west,
