Plan ApprovaI by the Board of County Commissioners in accordance with
procedures set forth in Section ?, Subsection 20."
Mr. Thomas stated that at the Site Plan hearings, the discussions are
primarily concerned with zoning, but the zoning is already established. This
recommendation is that if the proper zoning ms present, the site plan is filed,
and all site plan requirements have been met, then the Board of County Commis-
sioners will have to approve the Site Plan, but it will not be done at a public
hearing. It is not a question of zoning, but one of whether or not they agree
with the findings on. site plan requirements.
Motion by. Mr. Tiernan and second by Mr. Skeff~ngton to approve the
peYition. The Board was polled and the following VOtes were cast: Ayes: Mr.
Ebner, Mrs. King, Mr. Skeffington Mr. Tiernan, Mr. Davis and Mr. Scott. Nays:
Mr. Moore.
By a 6 to ! vote, the Planning and Zoning Commission will recommend to
the Board of County Commissioners approval of this petition.

ZONING - ELIMINATION OF SITE DEVELOPMENT PLANS
Com. Park referred to two previous site plan hearings where people disregarded the
purpose of the site plan but objected to zoning, and said that this be$.n,g the-case he felt
the County should either limit public earlngs on site plans to those {~hnlcal problems,
let County staff handle them or eliminate them.
Moved by Com. McCain to refer to the Planning & Zoning Commission th Board's wishes to
eliminate site develQpme~kplan approval, was seconded by Com. Park.
Com~-Enns said he could not vote for that'- perhaps to stop public hearings-unless
there were-technical problems-with a ptan,-~ut not to eliminate Board control entirely, but
Com. Park ~tated that although.site development plan approval was instigated in 1973 to
protect the public from unsightly developmenti~ he .has received ~themost_criticism about it.
