Mr. Davis commented that there were too many stores with sand arking lots in the front, and that he felt the present definition ufficient. Mr. Scott agreed with Hr. He feels buildings of a certain size should come under site plan provi- sions for these considerations. Mr. Thomas advised that a single business of any size~ must comply with land- scaping in that all vehicular use areas must be landscaped. However, the amend- ment, if adopted, would eliminate site plan procedures on many buildings and parking lots would not have to be paved if this were the case. He added that since there are several different types of commercial businesses t -professional, ~ndustriat, warehousing, retail, etc.) perhaps individual definitions for each could be made rather than a general definition for "shopping ce~ers". Com. Green suggested that consideration be-given~ to "6 or more or 1 estab- lishment over 42,000 sq. ft.", which would be the 6 businesses with a 7,000 sq. ft. area for each. Com. Park said he would have no objection to this and would be willing to amend his motion. Admn. Lewis pointed out that the motion should be t~o refer the matter to the Planning and Zoning Commission. PLA I'IING ZO!'ti ,tG COMMiSSIO MAY 1979 PUBLIC HEARING: Petition of the Board of County Commissioners Wherein they request a recommendation from the Planning and Zoning Commission concerning which of the following four alternatives concernmng Paragraph 2, Offstreet Parking Regulations of Section !!, 0ffstreet Parking and Loading Regulations of the Comprehensive Zoning Resolutions should be considered: 1. Make no change 2. Amend l~st line to require certification by a Florida registered 'engineer 3. Amend last line to delete provisions for ~nspection and approval 4. Delete requirements for paving altogether. Mr. Thomas advised the Commission that in the present zoning regulations there is a last line under parking regulations that states, "all parking must meet county specifications before the certificate of occupancy can be issued." The County Engineer has no inspections, and will not certify it. He said he would make periodic inspections and then certify it, if necessary. The Board of County Commissioners would like the Planning and Zoning Commission to con- sider the four alternatives. Mr. Davis commented that the biggest problem with having a Florida reg- istered engineer doing the certification is that people are ready to move in ~nd it takes time to get them to do the certification. I Mr. Thomas stated that there has to be a paving and drainage plan submitted prior to issuance of a building permit, and that the same engineer would ordinarily certify it at the end, but that it must be an engineer and not an architect. Mr. Scott said that he was in favor of alternative #2, as long as the County Engineer or County Building and Zoning Department would accept a t~sting lab certification and not that of an individual engineer. Mr. EbneP moved to adopt alternative #2 and it was seconded by Mr. McIveP. ~r. Davis moved to amend the motion adding "or certification by a licensed, accredited testing lab". Mr. Tiernan seconded the motion to amend. The motion to amend was passed by unanimous voice vote, as was the original motion.
