RESOLUTION NO. 79-67
WHEREAs, the St. Lucie County Planning and Zoning Commission
after holding a public hearing of which due notice was published
at least fifteen (15) days prior to said hearing and all owners
of property within 300 feet were notified by mail of said hearing,
has recommended to the Board of County Commissioners of St. Luci~
County that the hereinafter described requests for chan~es in
zoning classification be GRANTED, and
WHEREAS, the Board of County Commissioners held a public
hearing on August 7, 1979 after first publishing notice of said
h~aring in the News Tribune on July 23, 1979,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis-
sioners of St. Lucie County, Florida, in meeting assembled this

tabled-until June 28th as no-one was present to represent the petitioner~ -At the-June 28th-
meeting the Planning_& Zoning Commission rec6mmended approval .of the petition providing ._
the-catagory was reduced to R-4A which_permitted-5 ~units to the acre-instead~0f- R-4B which
permitted more'.~ -- -
Mr. ~Tilton'was present.and_asked by Com. McCain if th% change to R-4A was satisfactory
to him and he said it was.

PUBLIC HEARING:
Petition of Francis iA. Reynolds, by C. Norris Tilton, Agent,
for a change in zoning classification from A-t (agriculture) to R-4B
(multiple dwellings) for t!he property located 5/8 mile East of Lennard
Road on the South side of Walton Road.
Mr. C. Norris Titton ~was present and spoke in favor of the petition
stating the best use of th,e property would be as requested in their
petition. Mr. Tilton handled up to the Board a map of the property.
Mr. Moore asked Mr. Tilton if they would have to use Walton Road as an
access ~ad~ to which he r.eplied yes, they would.
Chairman Scott read into the record the comments of Mr. Ament.
Mr. Tiernan asked if they have plans for developing this and Mr.
Tilton stated Dr. Strawn will be developing it. Mr. Tiernan asked
how much R-4B is in the area now. Mr. Ament stated just the rezoning
granted North of Walton last month. Mr. Skeffington stated he would like
to see just five units an acre because it is going to become congested
on Route t and on Walton. Mr. Moore asked if they would be Willing to
accept lesser density recommended by Mr. Ament. Mr. Tilton stated what-
ever the Board decided would be fine. There was no opposition to the petition
Motion by Mr. Moore the Petition be changed to R-4A zoning, seconded
by Mr. Tiernan. The Board was polled and the following voteslwere cast:
Ayes: Mrs. King, Mr. Tiernan, Mr. Ebner, Mr. Skefffngton, Mr. Moore and
Chairman Scott. Nays: Mr. Davis. The motion PaSsed by a vote of 6 to !.
The Planning and Zoning Commission will recommend to the Board of
County Commissioners approval of the petition with the zoning changed
to R-4A.

Mrs. K~ng, Mro Tiernan, and Mr. Scott; Nays: Mr. Davis and Mr. McIver. The
motion passed by a vote of 4 to 2 and the petition will be tabled until the

The proposed rezoning i's currently vacant as is land
immediately surrounding the proposed rezo~ing..
Low Density Residential.
COMMENTS:
The proposed rezoning is surrounded on the east and somtN'by
platted Low Density Residential land, on the west. ~¥A-~ zoning
in the county, and Low Density Residential in the City~f Port
St. Lucie. The proposed rezoning to R-4B for appF~ximately forty
(40) acres would permit construction of approximately three hun-
dred twenty (320) dwelling units. Rezoning to R-4^ at' five (5)
dwelling units/acre would permit construction of approximately
two hundred (200) dwelling units and would be consistent with
existing plats in the area and proposed future and use for the
area.
