tax payers, residents of Beach Club Colony, Hutchin-
son Island, St. Lucie County and are members of a
Homeowners Association.
We strenuously object to the construction
of any high rise on the beach area. We d__~o want to
keep the growth controlled. We believe all develop-
ments on the Island should be carefully planned so
that the natural beauty of this area will remain
undisturbed.

Gentlemen:
We~call your attention to the fact that the 22 miles of beach
area in St. Lucie County is now zoned R-3 and R-4 from the ocean to
200 feet West of A1A.
Even if the proposed Setback Line is established, %his will
leave a tremendous area available for multiple housing developmerit,
which, at a density of 18, could populate our islands to inLexces~
of 125,000 people. This would be in addition to the potential on'thEI
land now zoned A-1. '
The Conservatioh Alliance of St. Lucie County, representing
over 1,500 members, respectfully requests that, in view of ~uch alarr-
ing facts, the Commissioners will see fit to concur with tb~ majorit~
of the citizens of St. Lucie COunty and restrict any future rezoning
of beach-area land to R-1AA/R-lC; certain areas would have to be
allowed B-1 or B-2, but in these cases we feel these zonin¢ classifi.
cations, if allowed, should exclude the permitted use relative to
dwellings other than R-1.
While our organization endorses the rights of pro] erty ownel
we also feel that in certain, instances these rights must bE pre-empt.

Zoning is not a property right. It is the right (f a commu

to R-4 (multiple dwellings, hotel, motel), for certain prDperty
on South Hutchinson Island, as described on attached shee~.
The Planning and zoning Commission held a public ~earing
on May 25, 1972. Robert F. McRoberts, Attorney, was present
on behalf of petition and Community National Bank. The property
is a 52 acre tract, located about 2 miles North of the Martin
County line and about 3500 ft. North of outdoor Resorts. It
is planned to develop the property with multi-family units.
Wm. Clayton, architect who has developed the site plan was also
present.
Petition was not opposed.
The P & Z com. unanimously recommended approval oif the
petition to the Bd. of Co. Com. Decause R-4 zoning, permitting
motels, hotels and multiple dwellings, allows for a reasonalbe
form of development in beach areas.
