The Planning and Zoning Commission held a public hearing on
this petition on June 26, 1969, when Mr. ~arold Beard, oflWood, Beard,
Bell and Associates, Inc., Engineers, spoke on behalf of the prospective
purchaser of the property, Ultramar, Inc. The land lies about 3 miles
North of Pepper Park and 1~ miles South of the Indian River County line.
The entire tract in which ultramar, Inc. is interested extends fro~
ocean to river, with 1911 ft. of ocean frontage. However, rezoning
is requested for only that portion which lies West of A-i~A where
Ultramar plans to develope PORTO BELLO BEACH & YACHT CLUB (Ca~pers
Resort). That portion of the property lying East of A1A will be
developed with condominium apartments and is presently zoned for this
type development.
Mr. Beard displayed drawings of the proposed camp sites and
apartments for the beach area. The estimated cost of the camp site
development West of A1A is $2,200,000. Fresh water will be purchased
from the North Beach Water Company and sewage disposal plants will be
constructed. This means water will be available to other potentigl
developers on North Beach. All power will be undergroun~ and a solid
mass of hedge is planned for the West side of A1A so that~he campsites
will be invisible from the road.
The P & Z Com. unanimously recommended to the Boarid of County
Commissioners that this petition be granted, because deveilopment o~
the North Beach is needed and there appears to be a demanld for con-
dominium camp sites.
In the course of the public hearing, a Rezoning C~eck Sheet
prepared by the Regional Planner was reviewed. (copy at~ached)
Prior to the public hearings notilce of same was sent to adjacent
property owners as lis~ed on the attached sheet.

In compliance with the provisions of the Comprehensive
Zoning Resolution for St. Lucie County you are hereby notified
that Perry Boswell, Jr. has petitioned for changes in zoning
classifications as described on the attached sheet.
If the requested zoning changes are granted, petitioner
plans to develop condominium camping facilities and a con-
venience shopping area.
The Planning and Zoning Commission will hold a public
hearing on Mr. Boswell's petition at 7:30 P.M. on Thursday,
