NING - PUBLIC HEARING - REZONING Proof of Publication presented for petition of Robert L. Gro~r by agent ~eOrge Woodall for a change from A-1 (agriculture) to R-4C (multiple dwellings) for property located on Weatherbee Road, 500 ft. West of U.S. ~1. Planning & Zoning Commission had recommended denying the petition. Atty. Robert Lloyd was present in behalf of the petition and Hank Riegler, was also present. Atty. Lloyd said the property is located 500 ft. West of U.S. 1 and is 8.65 acres zoned A-1 and they request it be changed to R-4C. There is a business across the street and a flea market in the area. He said the only problem is drainage and if the property is zoned multi-family it will take site plan approval to develop it and at that time the drainage issue will have to be ~addressed. He said a number of agencies will be involved and it will actually ~improve the drainag, e in the area if it is developed. Mr. James Lindsey spoke, saying he is a Deputy Sheriff and has lived here all his life. He said at the Planning & Zoning Commission meeting what he said must have been misunderstood because, according to the Minutes he objected. He said he does not object; it will help his property financially. If it does not make the drainage any worse than it is now he has no objection. He said Monroe Ave. is only wide enough for one car. Atty. Lloyd said they do not plan to use Monroe Ave; they will not touch that road. Paul Dennis said he owns property on Weatherbee Road and thinks this will be the best use of the land. Com. Snyder asked Mr. Riegler about water and sewer there and Mr. Riegler said they have only one option, to prove their own water and sewer on site. closest water is on Oleander. The Com. Mr. Rober~t Lloyd appeared before the Board and stated he was a membe~ of the law firm of Neill, Jeffries, ~iffin and Lloyd and was representing George Woodall who is present at the meeting. Robert Guterl, owner of Tropical Homes is the contractor from P~. St. Lucie. He has been in the a~ea for 5 years and has built approximately 100 homes a yea~. Mr. Lloyd stated this property contains'8.65 acres and is located on Weatherbee Road, 500 ft. west of US al, and they a~e requesting the zoning be changed from A-1 to R-~C which allows 11 units per acre. The future land use recommends medium density residential with 11 units to the acre. The surrounding land is R-lC and B-3 and B-~ zoning abuts on US ~1. Mr. Lloyd saidWeatherbee Road is a paved street and is located near US ~1 and this particula~ area is suitable for medium density residential and would be the best and highest use of the property. P~eliminary plans have.been made and shows 10 building with 8 units per building or approximately 9.25 units per acre. Mr. James Lindsey spoke in Opposition and stated that water a~d and drainage is the biggest problem. He said if more buildings and people are in the a~ea, that -Would make mo~e water problems. Mr. Earl Greenway also spoke in opposition and said he agreed w~th Mr- Lindsey and said the people in the area have been t~ying to get something done about the drainage p~oblem in the past. Mr. Ca~l MuCauley-.spoke in opposition and also said the drainage wasa p~oblemand stated that ~e ditch had been closed fo~ yea~s. He also said the wate~ well situation in the area is vexwy bad. Mr. Ament said that the South Florida Water Management District would have to give approval before any building permits would be issued. They a~e the organization that is aconce~ned with the drainage. Mr. Lloyd stated ~hat the problem seems to be water. He said that if someone has to go before the County Commissioners-with a site plan and get approval, which is required fo~ mut~illf~l~-~U~-not for anyone building individual residence, it would be better as approval w ~ld have to be obtained megarding drainage, etc. He showed the_Boa~d a preliminary plan which indicates a ~etention pond in the middle of the project.
