LAND'
USE
-CLASSIFICATION OF THE GROWTH MANAGEMENT POLICY PLAN
WHEREAS, the Board of County Commissioners of St. Lucia
County, Florida, has made the following determinations:
1. The Board of County Commissioners presented a petition
to amend the future land use classification set forth in the St.
Lucia County Growth Management Policy Plan from ~( (medium
density residential development) to RL (low density' residential
devet~pme, nt) for the property described below.
~ 2. The St. Lucia County Planning and Zoning Commission,
after holding the public hearing of which due notice was
publish'ed at least thirty (30) days prior to said hearing and all
owners of property within three hundred feet (300') were notified
by mail of said hearing, has recommended that the Board amend the
future land use classification set forth in the St. Lucia County
Growth Management Plan from RM (medium density residential
development) to RL (low density residential development) for the
property described below.
3. The Board held a public hearing on the 5th day of June,
1984 after publishing a notice of said hearing in the Fort
Pierce News Tribune on May 4, 1984.

Arterial streets should move large traffic volumes over long distances at
reaSonably high speeds. Because their major function is movement-of traffic,
on-street parking and access to adjacent land should be strictly controlled to
avoid reduction of thoroughfare capacity.
Arterial streets should not penetrate individual neighborhoods; rather they
should be utilized in defining neighborhoods and connecting residential areas
with major shopping and employment centers.
Major traffic generators should be located at points with high accessibility,
because heavy traffic loads on lower capacity streets can overcrowd the
facilities, have adverse impacts on surrounding development, and/or cause
difficulties in traffic operations near the major generator.
On-street parking should be permitted'on collector streets unless it interferes
with 'the traffic carrying capacity of the facility. If capacity is reduced
below an acceptable level by on-street parking, appropriate restrictions should
be imposed.
Local streets should be restricted to providing safe, efficient access to
abutting homes and parcels with a minimum of hazard and congestion.
Because local streets should carry limited volumes of traffic at low speeds,
on-street, parking can be permitted on both sides if pavement width is ade-
quate.
Maintaining acceptable levels of service on unincorporated St. Lucie County~
most important roadways should be insured through the adoption of appro-
priate access control guidelines.
Appropriate meaSures should be taken in order to protect the level of service
on all public roadways within the unincorporated county. ~nese measures
should be in the form of access control guidelines designed specifically to
reduce the frequency and severity of traffic conflicts commonly aSsociated
with- randomly placed driveways, and to protect thoroughfare operating
capacity.
The purpose of the policy is to preserve the ability of the county to provide
adequate and safe roadway facilities to serve an area, and to assist property
owners in obtaining adequate access from arterial streets to their abutting
property without infringing on the rights of the general public to reach their
destinations in a timely and safe manner.

Access Control Policies
1.
Design access control regulations in anticipation of development pro-
jected by this Growth Management Policy Plan.
2. Keep unobstructed that frontage depth along major thoroughfares that
is considered within 'hJltimate right-of-way~ by either FDOT or St.
Lucia County.
3. Allow for commercial uses on the major thoroughfares while maintain-
ing continuous, safe traffic operations on those thoroughfares.
4. Protect those large land tracts along major thoroughfares t~at are
likely to see intensive land uses while minimizing impact to currently
developed property as well as to property lacking in lot area and/or
depth.
5. Prevent direct access onto major and minor arterial roadways by
individual single and two family residential uses, instead directing
access of this type onto local service corridors.
6. Establish an expeditious yet efficient and effective review and
approval process for allowing access to major thoroughfares. Base this
-process on established and accepted technical guidelines.
7. Integrate, tO the extent possible, proposed regulations into existing
review procedures (site plan review, building permit review) in order to
utilize existing review procedures. Consideration or requests for
variances to access control guidelines should be a staff function
thereby alloWing expeditious processing of such requests.
Highway design and roadway improvements should be coordinated With the
access needs of surrounding land uses, while considering land development
actions in terms of impact on highway capacity. ,
Appropriate setbacks for all structures built abutting major thoroughfar~ to
permit adequate traffic sight distances and to facilitate future road widening
and parallel access road installation should be considered when reviewing
development proposals, site plans, etc. Base Building Lines adequate to
provide appropriate setbacks should be established along all arterial and
collector roadways.
Parking lots should be designed at a standard of at least 400 square feet of
lot area per space. Greater densities can reduce the efficiency of internal
circulation. '~ '
All developments requiring considerable off-street parking and/or eontaning
more than one major traffic generator should incorporate a perimeter loop
into the site plau. Designed for two-way movement on 12-foot lanes, the
perimeter loop can serve large valumes of traffic and longer internal trips.
Site plan reivew should ensure that parking lot design and building locations
will allow direct connection between two developments, even though no
frontage road exists. Intercormection of parking_, lots will help segregate land

service traffic from through movements on the feeder road; however, pro-
perly designed internal circulation systems must exist in each individual
development for the interconnection scheme to work' safely and efficiently.
Platting of new subdivisions or other land development actions adjacent to a
substandard street right-of-way under County specifications should provide for
dedication of enough additional right-of-way under .County specifications to
bring that adjacent existing right-of-way up to minimum standards.

INTERCHANGES
Feeder roads through all of the three interchange areas should be mod.ified to
at least a 4 lane divided status as soon as is feasible. This will be neces-
sary for preservation of highway capacity, access control, and regulation of
turning movements.
Movement of traffic in the interchange and surrounding areas should be
facilitated by preserving and enhancing the capacity of all impacted road-
ways.
Adequate visibility must be maintained for traffic entering and leaving feeder
roads via interchange ramps, vehicles entering and leaving adjacent develop-
ments via feeder road, and motorists making trips through the interchange
area. This should be considered in ail site plans, landscaping, and signing.
The location and spacing of access points on interchange feeder roads should
be carefully controlled and limited for maintenance of highway capacity and
traffic safety. Internal circulation of opposing quadrants should be planned
for feeder road access at a single point for ease of meeting future signaliza-
tion requirements.
Control of turing movements on the feeder highway, through control of the
frequency and location of curb cuts and left turns, should be provided in
both public and private construction. .
Appropriate access to al] land in the interchange quadrant should be provided
to prevent the creation of underutilized interior parcels landlocked by
frontage development.
No access points should be allowed on local streets adjacent to the inter-
change. Only arterial and collector roads should directly serve the higher
intensity interchange areas.
The barrier effect of the Sunshine State Parkway and 1-95 should be recog-
nized when considering development proposals in the St. Lucie West Area.
Avoid excessive impact on 'productive bottom areas, wetlands, prime beaches,
and all other environmentally critical areas when planning bridge crossings.-
Avoid undue obstruction of water movements through design of bridge
structures.
Avoid extensive paved ~arfaces, especially for parking lots, adjacent to the
water's edge.
All slopes, cuts and fills should be stabilized as soon as possible by Vegeta-
tion or other effective means in order to prevent unnecessary erosion. In
fact, natural vegetation should be retained whenever possible.
ACCESS CONTROL GUIDELINES
Driveway Regulations
Driveway regulations should be adopted in order to set minimum standards for
driveway placement and construction on all thoroughfares within unincor-
porated St. Lucie County.
A driveway permit is~aed by the County Engineer's office should continue to
be required during application for building permit. ~Ihe County Engineer~
office should review plans for proposed driveway construction to determine
conformance with the driveway regulations. Driveway regulations should be a

Base Building Line Regulations
Base Building Line regulations should reflect expected ultimate right-of-way
widths for all classificationns of thoroughfares in St. Lucie County. At the
time of development along a thoroughfare (site plan approval or building
permit i~s~aance), '~altimate right-of-wayu of a roadway should be recognized
and appropriate frontage dedicated accordingly.
A Parallel Access Ordinance should be' adopted addressing specific segments
of specific roadways.
This ordinance would allow for the construction of frontage roads on St.
Lucie County's highest volume roadway segments. On predetermined, seg-
ments, developers, through the Base Building Line reg,,lations, will dedicate
sufficient right-of-way to allow for the frontage road, thus keeping this
property unobstructed. At some point, due to extreme traffic volumes,
property owners abutting the thoroughfare will construct the facility. 'l~e
Parallel Access Ordinance should be a freestanding ordinance administered
through the office of the County Engineer in cooperation with the County
Development Coordinator.

according to the following standards:
* first access point should be no closer than 660 feet from end of interchange
ramp;
* succeeding access points should be at least 330 feet to allow for adequate
stopping distances;

highway should be directly across from one another to facilitate signalization
when required;
* minor access points should be separated from each other by at least 330
feet, with no median crossover;
* no access point should be closer than 200 feet to an existing or proposed
street intersection;

WHEREAS, the Board of County Commissioners of St. Lucie

NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of St. Lucie County, Florida:
A. The Future Land Use Classification set forth in the St.
Lucie County Growth Mangement Policy Plan for that property
described as follows:
The north one-half of the southwest
one-quarter of the southwest one-quarter
of the southwest one-quarter of Section
23, Township 35 South, Range 39 East,
St. Lucie County, Florida, less the west
40 feet thereof,
and also:
The west 60 feet, more or less, of the
east 390 feet, more or less, of the south
one-half of the southwest one-quarter of
the southwest one-quarter of the southwest
one-quarter of said Section 23, less road
right-of-way.
owned by JOE AND BRENDA CAMPBELL, be, and the same is hereby
changed from SU (semi urban) to CT (tourist commercial
development).
B. The St. Lucie County Development Coordinator is hereby
authorized and directed to cause the changes to be made in the
Growth Management Policy Plan.
