SUBJECT: Petition of Board of County Commissioners for a Change
in Zoning from U (Utilities) and IL (Industrial
Light) to I (Institutional) Zoning
On Tuesday, November 20, 1990, you will be asked to review
your petition for a change in zoning from U (Utilities) and IL
(Industrial Light) to I (Institutional) approximately 300 acres
to be used for the County golf course.
The Planning and Zoning Commission held a public hearing on
this petition on September 27, · 1990. At that time a number of
questions from the public and the Commission were answered by the
project engineer and Ron Sigmon, Solid Waste Superintendent.
After considering the testimony, the Commission voted
unanimously to recommend approval.
Attached you will find unofficial minutes from the September
27 hearing, a copy of the original staff report ~on the matter,
and a copy of Draft Resolution 990-295, whilch would grant
approval to the request.
Staff has reviewed the petition and recommends approval of
Draft Resolution ~90-295. If you have any questions, please let
us know.

Ms. Haywood stated that the present landfill WOuld pay for the
golf course until the fifth year, not the old landfill.
Mr. Dickens appeared before the Commission. He stated that he
was one of the owners of land adjacent to the proposed golf
COurse and he wanted to know when the projected Start and
completion date would be.
Mr. Ed Alley, project engineer for the County, stated that the
start date would be at the end of 1990 and completion date would
be the fail of 1991.

under 4 million dollars whether the golf course was constructed
.or not. He stated that in recognizing that fact, the County
looked for ways to try to compensate the people of the county to
offset the expense of closing the landfill. He stated that the
National Golf Foundation performed an economic feasability study
on the project and found that the rates for the golf COurse COuld
be compatible with other public golf courses in the area. and
after five years, the revenue WOuld pay for the debt service and
operation and maintenance. The present plan by the County staff
is that the golf COurse debt service would be paid from SOlid
waste revenues. The operation and maintenance WOuld be Paid
from the operation revenues of the golf course itself.

operation.
Mr. Alley replied yes. He stated that the balance of the income
would have to be put aside for long term care and maintenance in
accordance with the landfill closure regulations from DER. Also

Development Code, Mr. Carman moved that the Planning and Zoning
Commission recommend that the St. Lucie County Board of County
Commissioners grant approval of the petition of The Board of
County Commissioners for a change-in zoning from U (Utilities)
and IL (Industrial, Light) to I (Institutional). Mrs. King
