PELHAM Secreta~/ June 30, 1987 Dear Local Government Official: Provisions for the amendment of local comprehensive plans under Section 163.3187, Florida Statutes, provide that plan amendments may be made no more than two times per calendar year unless it is an allowed exception. The 1986 Legislature amended these provisions to allow local governments to exempt "small scale development" amendments. It also required that each local government submit a semiannual report on small scale amendments. To meet this requirement, please indicate on the enclosed form the requested information regarding each of the plan amendments that were processed as small scale development exemptions ~uring the period from January 1, 1987 through June 30, 1987. If no small scale development amendments were processed during this period, please indicate "Not Applicable" on the form. However, if it is your policy to not utilize the small scale development exemption, please indicate, this on the form. In accordance with the statute a completed report is due to the Department by July 1, 1987. However since your report must document any amendments through June 30 the report forms will be accepted by the Department until July 30, 1987, and should be sent to: Mr. Robert Arredondo Department of Community Affairs Bureau of Local Resource Planning 2571 Executive Center Circle, East Tallahassee, Florida 32399 It is important that this form be completed because the submission of the report is one of the conditions for the use of small scale development amendment exemption. On April 23, 1987, the Local Planning Agency voted 8 to 1 to recommend that the Board amend the future land use classification set forth in the St. Lucie County Growth Management Policy Plan. Also on April 23, 1987, the Planning and Zoning Commission voted 8 to 1 to recommend that the Board approve the rezoning petition. Consistent with Boar.d policy, staff has drafted an ordinance amending the future land use classification set forth in the St. Lucie County Growth Management Policy Plan and a resolution approving the proposed zoning change. Mr. O'Laughlin said there are two houses, one of which are Mr. and Mrs. Geiger,s which they are planning to move into Lakewood Park. Mr. Garlando is trying to make arrangements to have hislhouse moved also. In that there was no further public comment in favor of or in Opposition to the petition, Chairman Terpening closed the public portion of the hearing. Mr. Murphy, representing Staff, explained that this petition is a follow up to a Petition presented in May 19.86. It is one of two petitions on this agenda that Will square out that quarter/quar_ ter section. Staff reviewed the petition, had no objection, and recommended approval. Mrs. Ferrick asked Staff if Lots 2 and 3 on the PrOjected trans- parency are also CG. Mr. Murphy replied that they are. Mr. Carman made a motion that the Local Planning Agency determine that the proposed petition of Thomas Garlando is Consistent with the Growth Management Policy Plan and that the Local Planning Agency recommend that the Board of County Commissioners adopt the proposed petition of Thomas Garlando to amend the future land use maps of the St. Lucie County Growth Management Policy Plan from RL (Low Density Residential) to CG (Commercial, General). Mr. Myers seconded the motion, and upon roll call Mrs. Fawsett, Mrs. Ferrick, Mrs. Harris, Mrs. King, Messrs. Sciturro, Carman, Myers, and Terpening voted in favor of the motion. Mr. Russakis VOted against the motion. This resulted in eight votes in favor and one against the motion. Chairman Terpening informed the peti- tioner that the petition would be forwarded to the Board of County Commissioners with a recommendation of approval.
