Recently, I nave been proviOeO a copy of the proposeO
oevelopment plat for tne Carboy lnOustrial Park to be locateo
along the north siOe of Orange Avenue, west of T~ow~riOge Roao.
After a review of tnls plan, it appears that all of the inOicateo
oevelopment lots comply with the requirements of the InOustrial
Light zoning Oistrict.
In furt'ner review of this project's ingress/egress points
from Orange Avenue, ano consioerin9 the geographic location of
this property, I woulo recommeno that consiOeration be given to
the requiring construction of right turn lanes onto this
oevelopment. As I am sure you are aware, this property is locateO
in the vicinity of "Carter's Store" on Orange Rvenue. This area
experiences traffic congestion prooIems now ouring peak times of
tne year. With the oevelopment of this property it is Quite
likely that this congestion will increase. In my opinion, if
these lanes can be oesigneO ano constructeo in accoroance with
County requirements, they woulO De of benefit to Doth this
oevelopment anO the County.

A RESOLUTION ANENDING THE FUTUP~ LAND USE
CLASSIFICATION OF THE GROWTH NANAGEMENT POLICY PLAN
WHEREASw the Board of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. Ben Horton, Craig Carter and Denise Carter, and Carboy
Enterprises, Inc., by agent Edward W. Becht, Esquire, presented a
petition to amend the future land use classification set forth in
the St. Lucie County Growth Management Policy Plan from AG
(agricultural) to IL (industrial, light) for the property
described below.
2. The St. Lucie County Planning and Zoning Commission,
after holding the public hearing of which due notice was
published at least seven (7) days prior to said hearing and all
owners of property within five hundred feet (500') were notified
by mail of said hearing, has recommended that the.Board amend the
future land use classification set forth in the St. Lucie County
Growth Management Plan from AG (agricultural) to IL (industrial,
light) for the property described below.
3. The Board held a public hearing on December 18, 1985,
after publishing a notice of such hearing in the Fort Pierce News
Tribune on December 11, 1985.

to amend the future land use classification of the St. Lucie
County Growth Management Policy Plan from AG (agricultural)
to IL (industrial, light) for property located on the north-
west corner of Orange Avenue Extension and Trowbridge Road.
Mr. Steven Boyd appeared to speak for th~..~etition.
He stated he is one of the principals and they~are interested
in rezoning from agriculture to light induStri~l'because they
feel some business is needed out in the agriculture areas so
people do not have to travel ten to fifteen miles into town
when they need an equipment part or fuel. The city is trying
to move the parking of trailers on the side of the road and
this 40 acre tract will help solve some of those problems.
During the season there are between 2~000 and 3,000 grove
workers traveling in this area which is located between Header
Canal and ShinnRoad. The reason they are requesting light
indutrial zoning, Mr. Boyd said, is to prevent having to go
back to the County for twenty to twenty-five Conditional Use
permits every time something tries to locate in the area. He
presented copies of drawings of proposed development and
stated quite a few businesses are interested in re-locating
to this area if the zoning is approved. They will all be
strictly citrus related because most of your major groves are
now located west of town.
Letters supporting the rezoning and land use change were
read by the Secretary from Harold and Dianna Brown, Strazzulla
Brothers, Becker Holding, signed by C. T. Cooper, Indian Sun
Groves, signed by Travis Murphy and Greenes Citrus Management,
signed by Barney Greene.
Mr. Jim Russakis spoke in favor of the petition. He said
he thought this was a very postive move to'clean up the City
streets. People need an area to park vans and tractor trailer
rigs in the off season and he said he thought this project would
be a real asset. It will also prevent people from having to
travel to town for much needed parts and fuel. He said he was
very much in favor of the petition.
Mr. Bill Harley of U.A.P. Florida, which is an agriculture
chemical company, said his company plans to re-'locate their
operation from the Farmers Market Road area if the petition is
approved. He said they would like to get out west of town where
they need to be rather than havihg to haul chemicals through
town.
There was no opposition to the petition.
Mr. Carman questioned the last part of the staff's comments
and asked Mr. Boyd if he had read them. Mr. Boyd said he had not.
Mr. Murphy read the section of the comments Mr. Carman
referred to which stated that Staff recommended that the developer
seriously consider the construction of a central water and sewer
system to service this development. This recommendation is based
on concerns over the potential industrial pollution impactsf~
on the Floridian Aquifer and series of drainage canals located
in this area.
Mr. Boyd said they were going to follow South Water
Management policies. They did not need a large amount of water
for the type of operations they would have on the property.
They will not be using deep well and there would be very little
drainage.
Mr. Carman said he only mentioned it because it could be
a possible danger, however, this Board can not attach conditions
to the petition.
Mr. Carman made a motion to approve the petition, it was
seconded by Mrs. Fawsett and unanimously approved by the Board.

approximately 10 miles away. The

The petitioners propose to use well
and septic systems in this area.
Over the past 18 months, with the rapid increase in
citrus acreage west of Ft. Pierce, there has been a
marked increase in inquiries from agricultural busi-
nesses wishing to locate in this area. In general,

County staff has tended to discourage development of
scattered industrial uses throughout the agricultural
areas. These uses have been encouraged to locate in
the industrial areas of Ft. Pierce. With the westward
expansion of the citrus groves, the distance between
the prime grove areas and Ft. Pierce is increasing.
This proposed petition is in an area that is centrally
located to most of the citrus activity in the County
and it is also in an area that has, over time,
developed into a minor commercial center. County
staff agrees with the need for such a complex to serve
the agricultural areas of the County. The proposed
industrial development is consistent with the policies
of the St. Lucie County Growth Management Policy Plan
that support planned industrial development. However,
staff would recommend that the developer seriously
consider the construction of a central water and sewer
system to service this development. This
recommendation is based on concerns over the potential
industrial pollution impacts on the Floridian Aquifer
and series of drainage canals located in this area.
County staff recommends approval of this petition.

A. Petition of Art Russakis for a change in land use
designation from AG (agricultural) to RL (low density
residential development) for property loca{ed on the
north side of Indrio Road between Emerson Avenue and
Lateral Road (a/k/a Russakis Road). Said property
being entirely located within Section 10, Township
34 south, Range 39 east.
B. Petition of Ben Horton, Craig and Denise Carter and
Carboy Enterprises, Inc. for a change in land use
designation from AG (agricultural) to IL (industrial,
light) for property located on the north side of Orange
Avenue Extension, approximately one mile west of Shinn
Road (opposite Carter's Store). Said property being
entirely located within Section 12, Township 35 south,
Range 38 east.
C. Petition of James and Elsie Peeler for a change in land
use designation from SU (semi urban) to CG (commercial,
general) for property located on the north side of
Orange Avenue Extension, approximately 1/4 mile west
of Rock Road. Said property being entirely located

D. Petition of Robert J. Griffith for a change in land

E. Petition of America Financial Life Insurance Company

development) for property located on the southwest corner
at the intersection of South 25th Street and the North
Fork of the St. Lucie River. Said property being

F. Petition of the St. Lucie County Planning and zoning

G. Petition of Cardinal Industries, Incorporated for a
change in land use designation from RL (loW density
residential development) to RM (medium density residential
development) for property located on the west side of
Oleander Avenue, approximately 1/4 mile south of
Kitterman Road. Said property being entirely located
within Section 15, Township 36 south, Range 40 east.
If it becomes necessary, these public hearings may be
continued from time to time.
