Thursday, September 26, 1985, the Planning and Zoning Commission
voted 5-1 to recommend approval of this ~petition. Attached you
will find a copy of the staff report transmitted to the Planning
and Zoning Commission about this petition. Staff has no objec-
tion to this petition.

PUBLIC HEARING:
Petition of The Church of Jesus Christ by agent Anthony
Ensana for a change in zoning from AR-1 (agricultural, residential
-1) to I (institutional) for property lcoated on the south side
of Midway Road, between Dunn Road and Selvitz Road.
Mr. Frank Rogolino spoke in behalf of the petition in Mr.
Ensana's absence. He said he is a member of the church and the
group is 9rowing from the south end of the County. This would
be a central location for the church.
Rev. Richard Wright of the Orange Avenue Baptist Church
spoke in favor of the petition. He said he is Vice President of
the Ministerial Association and they believe this is a good
location for the church. He said he hopes one day this Commission
will extend the right~to~have~a-~_chur~h ~any'where there are people.
Mr. Murphy said Staff has no objections to the petition. 'He
has spoken to the Planning Director of Port St. Lucie and he is
not opposed. He said he knew the petitioners are anxious to get
started but he wanted to remind them they would need to file a
Site Plan and get a Conditional Use. He suggested they not go
to the expense of putting an eighty-four ft. Culvert in before
these conditions are met.
Rev. Wright said he knew they are anxious to get started
and it was his understanding that the Conditional Use requirement
for a church was going to be changed.
Mr. Murphy said the Conditional Use may be changed but ~,~ey will
still need a Site Plan.
There was no opposition to the petition.
A motion was made to approve the petition by Mr. Terpening.
The motion was seConded by Mr. U,~ B. Wetherington and upon vote
was approved with~Mr. Terpening, Mr. U. B. Wetherington, Mrs.
Harris, Mr. Sciturro and Mr. Ralph Wetherington voting in favor
of the petition. Mrs. Fawsett voted against approval of the
petition.

There is no public water or sewer
service in this area.
County staff has no objections to thins petition and
recommends its approval. However, staff does wish to
point out, for the benefit of this Commission and the
petitioner, that under current County Regulations a
Conditional Use/Site Plan Approval wi!ll be necessary
before any Building Permits can be islsued for this
project. Furthermore, staff wOuld liike to caution the
petitioner about premature placement iof any culverts
or other structures over Canal 103 until such time as
a complete site plan is prepared for this site.
