Petition of David and Robin Campbell to Define
a Class A Mobile Home as a Sin§lc Family Detached
Dwelling Unit
On Tuesday, October 22, 1985, you will be asked to
determine that a Class A mobile home is to be considered
a sin§lc family detached dwelling unit. On Thursday; Sept-
ember 26, 1985, the Planning and Zoning Commission voted
6-0 to make this determination and recommend its approval
to the County Commission. Attached you will find a copy
of the staff report transmitted to the Planning and Zoning
Commission about this petition.
In recommending approval of this petition, the Planning
and Zoning Commission included the condition that the petitioner
construct an artificial roof with,a pitch equal to or greater
than 1 to 4 as called for in Section 2.2.000(44) of the St.
Lucie County'Zoning O~dinance. This roof is to be in place
no later than ninety (90) days after the mobile home is ener-
gized at its new location. County staff has no objection to
the delaying of bringing the roof into compliance after this
unit is place~ on th~ new property. However, County staff
recommends that the unit not be energized un~il such time as
the roof is brought to code requirements. This recommendation
is based on the standard practice of withholding certificates
of occupancy or other final permitting approvals until all
applicable County regulations are in compliance.

Ordinance, the petitioner is requesting approval
of a mobile home less than 20 feet in width.
By the petitioners own admission, the roof of this
mobile home will not meet the requirements of
Paragraph B, Page 9, Section 2.2.000(44), St.
Lucie County Zoning Ordinance. The petitoner is
proposing to construct a roof of approximately
1.5' to 4' within six weeks of the relocation of
this unit.
County staff has no objections to any of the above.
However, staff recommends that the relocated mobile
home not' be energized until such time as the roof is
broUght into compliance.

PUBLIC HEARING:
Petition of David and Robin Campbell to define a Class A
mobile home as a single family detached dwelling unit in AG
(agricultural) zoning on property located on the east side of
Seminole Road between Indrio Road and Immokolee Road, south of
Geronimo Groves.
Mr. Campbell appeared before the Board and stated he wanted
to know if there were any more rules he had to follow.
Mr. Murphy the only red tape left if this is approved is to
get a mobile home permit. Approval is subject to any requirements
this Board might impose. Staff has recommended that the required
additional roof be on before the unit is energized.
Mr. Campbell said he just wanted to move the mobile home
fifteen miles. He lives in it now and it already has the roof it
had when it was purchased.
Mr. Murphy said under the present zoning ordinance an additional
roof must be installed on the mobile home. Normally, the C of O
would be held up until this is complied with, however, mobile homes
do not require a C of O so the electrical hook-ups are not approved
until the roof is on.
Mrs. Woods said this is because it would be almost impossible
to enforce the requirement without going to court.
Mr. F. H. Conrad said this rule requiring additional roofs
was adopted last year and this Board has already voted to change
it. Within two months or so it will go before the County Commissioners
and this requirement will be obsolete. This man has already paid
$400 to come before these Boards to move his mobile home fifteen
miles. To hold him up further is ridiculous.

(we are u~ng actual dimensions rather than
the standard 12' x 60' dimensions).
The current roof pitch is not sufficient.
However, we plan to rectify this situation
within 6 weeks of relocation. We prefer
to build a new roof after relocation for
the following reasons:
1) to avoid excess weight during
transportation
2) to avoid excess width during
transportation
3) to avoid the possibility of stress
and shifting in the roof which
could cause separation and leaks
The peak of the new roof will be 30" above
the top of the exterior walls of the mobile
home. This height will allow approximately
1 1/2' of rise for each 4' of horizontal
run.

The exterior f/nish of the Mobile Home is
aluminum siding which has been painted with
Sears Weatherbeater Acrylic Latex House and
Trim Paint (low luster satin). The color is
Berber Ivory.
The roof will be a conventional roof with
2" x 4" rafters spaced 16" apart covered
with 5/8" plywood. This will be topped with
tar paper and 90 lb. rolled roofing.

The skirting material is aluminum which has
been painted with the same type of paint as
the exterior walls, but in Barcelona Brown.
