The combined November and December meeting of the
Planning and Zoning Commission was held on December 5,
1985 at 7:00 P.M. in Room 101, St. Lucie County Adminis-
tration Building, 2300 Virginia Avenue, Fort Pierce,
Florida. The following members were present: Chairman
J. J. Sciturro, Robert Carman, Mabel Fawsett, Patricia
Ferrick, J. P. TerpeninG, William Meyer and U. B.
WetherinGton.
Also present were Dennis Murphy, Assistant Planner,
Ralph O'Fal!on, County LonG Range Planner, Daniel McIntyre,
County Attorney and Lynn Conrad, Secretary.

The above project was reviewd by the Site Plan Technical Review
Committee on September 6 and September 18, 1985. At that time,
11 and 3 comments/recommendations were made respectively.
CO~_~E~S:
In reviewing this petition, county staff has taken
into consideration several factors including, but not
limited to, drainage, utility services, road
improvements, and intensity of development. Staff
applauds the efforts of the developer to service this
site with public water and sewer services. This
action alone will greatly reduce the potential for
adverse environmental impact on Ten Mile Creek (North~
Fork of the St. Lucie River). However, staff does

wish to advise the developer that, prior to any final
development plan approval for this project, complete
details on the water distribution system must be
provided to and approved by the St. Lucie County Fire
Department - including installation and maintenance of
the fire protection network.
The St. Lucie County School Board has been notified of
this project and staff recommends that any approval
motion by this Board include the following condition:
The developer shall, prior to the issuance of any
Building Permit for Phase I development, pay to
the St. Lucie County School Board the sum of
$585.02 per unit at application. The developer
shall review with the St. Lucie County School
Board the amount of this fee annually, beginning
April 1, 1987j or with the commencement of Phase
II, whichever occurs first. If, at any time
between the commencement of this project and the
obtaining of the 264th residential Building
Permit, the St. Lucie County School Board enacts a
SchoOl Impact Fee Ordinance, this condition shall
become void.
On September 10, 1985, the St. Lucie County Board of
County Commissioners voted to waive the required
Environmental Impact Study for this project. As the
members of this Board are aware, several weeks later,
this, and other areas of the Ten Mile and Five Mile
Creek drainage basins north of this site were
inundated in what was reported to be a 100 year flood.
The waters in this area reportedly crested out at
about 10 feet° Minimum building elevations in this
area are 11 feet. However, as indicated on Sheet 2 of
3 of the attached site plan, the final finished grades
shall be determined at the time of final permitting by
the South Florida Water Management District.
Along the banks of Ten Mile Creek is a hammock area
that the developers are proposing to leave intact as a
part of this project. Furthermore, at the September
appearance before the County Commission, the
developers agreed not to construct or undertake any
development that would allow boat access to Ten Mile
C~eek.
As required under St. Lucie County Zoning Regulations,
the developers of this proposed project have submitted
a Traffic Impact Analysis for this project. County
staff has reviewed this report and recommends that any
approval motion for this project include the
following:

The developer shall, at his expense, construct
those improvements to South 25th Street depicted
on Sheet 2 of 3 (attached) at the project
entrance.
The developer shall construct a westbound to
northbound right turn lane at the intersection of
Edwards Road and South 25th Street.
During the first peak season following the last
Certificate of Occupancy of Phase II development,
the developer shall, at his expense, conduct a
signal phasing study of the intersection of South
25th Street and Edwards Road. If rephasing is
required, then the developer shall do so at his
expense.
As this Board is aware, several weeks ago the Board of
County Commissioners approved a mandatory Impact Fee
Ordinance for road improvements in St. Lucie County,
effective February 1, 1985. Assuming all of these
units are subject to that fee, this project would
generate a minimum of $70~224. Provisions to this
Ordinance allow a credit to be granted for those
required off site improvements. For specific
information on what credits may be obtained, staff
suggests the developers contact Mr. Gary Schindler,
Principal Planner-Transportation, for more
information.
In assessing the impacts of this project, county staff
has looked closely at the above issues as well as the
proposed pr~oject's relationship to the surrounding
area and the St. Lucie County Growth Management Policy
Plan. Staf!f is of the opinion that this plan, as
presented w~th a gross density of 6 units/acre, is
acceptable Un this area and recommends that the
Commission approve both the requested Plan Amendment
and Rezoning petitions inclusive of the conditions
above.
