A RESOLUTION A~ENDING THE FUTURE LAND USE
CLASSIFICATION OF THE GROWTH HANAGEHENT POLICY PLAN
WHEREAS, the Board of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. Audubon Estates Limited Partnership (by Agent Hector P.
Arias) presented a petition
classification set forth in
Management Policy Plan from

2. The St. Lucie County Planning and Zoning Commission,
after holding the public hearing of which due notice was
published at least thirty I[30) days prior to said hearing and all
owners of property within five hundred feet (500') were notified
by mail of said hearing, has recommended that the Board amend the
future land use classification set forth in the St. Lucie County
Growth ~lanageme n t Plan from RL ( residential, low) to X
(interchange) for the property described below.
3. The Board held a public hearing on December 17, 1985,
after publishing a notice of such hearing in the Fort Pierce News
Tribune on December 11, 1985.

Figure "A" of the attached diagrams indicates the area
under apPlication for a change in Land Use. The
petitioner is seeking the Interchange designation to
allow the most flexibility in zoning district
apPlications. Figure "B" indicates the proposed
rezoning lines that the petitioner has determined are
necessary for this project to be developed. As you
can see, the developer proposes to designate 29.50
acres for commercial use, 88.58 acres for industrial
use, and 28.12 acres for residential uses. The area
identified as "not included,, is presently zoned tIM-5
and will retain that designation.
Over the past several weeks, county staff has had
numerous discussions with petitoners about this site
and its potential development. Staff and the
petitoners both recognize that the most appropriate
zoning designation for this property would be a Mixed
Use Planned Unit Development (M.P.U.D.). However, at
this time, St. Lucie County does not have available to
it such a zoning district. This is the reason for the
complex zoning lines apparent in Figure "B". Of
particular concern to County staff, and the developer,
is the area of hardwood hammock along Ten Mile Creek
at the south end of this site. The petitioner is
proposing to undertake no development in this area,
shown as "not included,, in Figure "B", and will
maintainpossible.it as close to its present condition as

recor~nended against several petitions to expand the
amount of Industrial zoning in the county, staff
recommends approval of this petition for the following
reasons:
1. The specific policies on Industrial and
Interchange development found in the St. Lucie
County Growth Management Po]icy Plan encourage
this type of development at this type of location.
2. Publicthis site. water and sewer serviee is available on

As mentioned above, this project would, Under other
circumstances, be designated a Mixed Use Planned Unit
Development. The St. Lueie Board of County
Commissioners, Planning staff, and certain of the
business coranunity recognize the need for a mixed use
district. Recently the County engaged a consulting
firm to create appropriate ordinance language to
address this important planning tool. County staff
looks to this proposed development as being the pilot
mixed use development in St. Lucie County, a possible
prototype whereby the entire mixed use concept can be
evaluated, refined,.and judiciously applied elsewhere.
Although this petition is Strongly supported by staff,
no building permits for this project will be issued
untilsubmitted such and time approved, as a Complete site development plan is

PUBLIC HEARING:
Petition of Audubon Estates Limited Partnership by agent
H. P. Arias to amend the future land use classification of the
St. Lucie County Growth Management Policy Plan from RL (low
denSity residential development) to X (interchange) for property
located between the Florida State Turnpike and 1-95 and bounded
on the north and south by Ten Mile Creek and Okeechobee Road.
Attorney Daniel Harrell was introduced by Mr. Jorge Dorta
Duque, who is one of the developers. Mr. Harrell pointed out
that the Plan Amendment and rezoning petitions do not match
as the two previous petitions and many others before this Board.
He said the reason for this is the Plan Amendment is for two-
thirds of the property to be changed to X (interchange) and the
rezoning petition is for a mixture of zonings, industrial,
commercial~ and residential. This property was approved in 1982
by the County Commission for a 740 unit multi-family community
and was known as Audubon Estates. The petitioners are now proposing
to accomplish an intergrated mixed use campus type of development.
Mr. Harrell said this will consist of 29.50 acres for commercial
use, 88.58 acres for industrial use, 28.12 acres for residential
use with the remaining 40 to 45 acres along Ten Mile Creek to
remain in its original state as a preserve area. A Site Plan
and traffic study will be required, Mr. Harrell said, and he felt
the proposal was consistent with the land use plan. The project
will be buffered on three sides by the Turnpike, 1-95 and Ten Mile
Creek and City water and sewers are available, Mr. Harrell stated.
This is the proper kind of development for this location,
Mr. Harrell continued, a variety of skill levels will be required
to service this type of project which will consist of executive
type hotel, high quality commercial use, financial centers, savings
and loan facilities, trade center operations and a high technology
complex development on the industrial portion. This will provide
employment and is the kind of development needed in this County.
In answer to Mrs. Fawsett, Mr. Harrell said if the development
were sold at a later date, a provision could be incorporated into
the Site Plan to prevent development of the preserve area.
Mr. Dorta Duque told the Board the client he has in mind for
the ind. ustrial area would use approximately 30 acres and employ
2,500 people, ranging from engineers to maintenance people.
Mr. Michael Driscoll, President of the Go-Team, urged the
Board to approve the petition. He stated this is the type of
development his group has been attempting to bring to St Lucie
County. '
Allen Miller, Chairman of the St. Lucie County Chamber of
Commerce Committee on Planning and Growth also encouraged the
Board to approve the petition. Even with the support of the
colleges, there are no opportunities such as this would provide
for the young people, he said.
Mr. Clyde Merchant stated he would like to go on record as
being in approval of the petition. Mr. Merchant owns the property
directly to the north of the proposed project.
Mr. David Jones, representing Urban Development spoke in favor
of the petition. He said he is with the group that purchased the
Gorham property with frontage on Okeechobee Road and specializes
in restaurants and motels. They plan to locate a motel in St.
Lucie CounTy, he said, and the Audubon project will generate
tax income for St. Lucie County. He requested the Board to
approve the petition.
Mrs. Adele Leeper came up to look at the maps and determine
where her property was located in regard to the project but she
did not express any opposition.
There was no opposition to the petition.
Mr. Sciturro said Staff and this Board have tried to zone
in this manner for some time. This may be a proto type for things
to come. He said he felt this was badly needed to provide the
young people with high technology jobs without having to leave the
area. He said he was really excited about the project.
The meeting was closed to the public.
Mrs. Fawsett asked Mr. Dorta Duque what he was going to do
with the big lake and he said the big lake was 9oing to become
an enormous lake.
Mr. Terpening said he felt Staff and the developers have done
an excellent job. This type of thing is needed to meet the needs
of a high tech area. This is a very nice plan.
Mrs. Fawsett made a motion to approve the petition, it was
seconded by Mr. Terpening and upon vote unanimously approved by
the Board.
