W~]~S, the Board of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. Lo/ia j. Barnes presented a petition for a in
zoning from RS-4 (residential, Single family -4) to CN
(commercial, neighborhood) for the property described below.
2. The St. Lucie County Planning and Zoning Commies
held a public hearing on the petition, after publishing notice
least fifteen..(15) days prior to the hearing and
mail owners of property within five hundred feet (500') of
subject property, and has recommended that the BOard grant
hereinafter described request for change in zoning classificat
from RS-4 (residential, single family -4) to CN (COmmercia
neighborhood) for the property described below.
3. On July 2, 1985, this Board held a public hearing on the
petition, after publishing a notice of such hearing in the Fort
Pierce News Tribune on June 14, 1985, and notifying by mail all
OWners of property within 500 feet of the subject property.

Petition of Lelia J. Barnes for a change in zoning from RS-4
(residential, single family -4) to CN (commercial, neighborhood)
for property located on the northwest corner of North 25th Streen and
Juanita Avenue.
There was still no one present to represent the petition, however,
Mr. Welton Culbernh stated he was there to oppose the petition. After
looking at the map and locating his property, Mr. Culberth said he
thought the property was on the same side of the street as his home
and since it is not, he withdrew his opposition.
Mr. Sciturro said this property has commercial, neighborhood zoning
on the north and sounh side of it and there is an existing lounge on
the property that is non-conforming to the present zoning.
Mr. U. B. Wetherington asked how they got the club in there with-
°ut rezoning and Mr. Vannoy said the old zoning had been commercial
and the building permit had been pulled under the old zoning.
Mr. U. B. Wetherington said he remembered quite a few people
coming to the meening in opposition when they thought a bar was going
in that area.
Mr. Sciturro said he was referring to the Roosevelt Nelson
petition where he wanted to build a laundry and office complex and
they asked him if there would be a bar and he said no. The next day
it came out in the paper that there was going to be a bar on the
corner and everybody was upset with Roosevelt Nelson it was Lelia
Barnes' bar then. ,
Mr. U. B. Wetherington said than had been a question on his mind
and he was glad to know what happened.
A motion was made by Mr. Coulson to approve the petition, it was
seconded by Mrs. Harris and upon vote unanimously approved by the Board.

COMMENTS: This 1.44 acre parcel is currently surrounded by CN
zoning and contains a nonconforming use (restaurant).
It is located at a very important intersection where
traffic~ control may become a necessity in the near
future. This proposal, if successful, Will fill in
the final gap of a strip of commercial road frontage
in excess of 1400 lineal feet. Staff wOuld strongly
urge that, to protect the character of 25th Street as
a minor arterial roadway,.no additional strip
commercial zoning along 25th street beyond this parcel
be approved. If any additional commercial zonlng is
necessary along 25th Street, it should occur in a
well-planned nodal arrangement so as.to PrOtect
existing and future level of service of the 25th
Street COrridor.
