WHEREAS, the Board of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. Coquina Industries, Inc. presented a petition for a
change in zoning from AG (agricultural) to IX (industrial,
extraction) for the property described below.
2. The St. Lucie County Planning and Zoning Commission,
held a.public hearing on the petition, after publishing notice at
least fifteen (15) days prior to the hearing and notifying by
mail owners of property within five hundred feet (500') of the
subject property, and has recommended that the Board approve the
hereinafter described request for change in zoning classification
from AG (agricultural) to IX (industrial, extraction) for the
property described below.
3. On May 13, 1986, this Board held a public hearing on the
petition, after publishing a notice of such hearing in the Fort
Pierce News Tribune on April 24, 1986, and notifying by mail all
owners of property within 500 feet of the subject property.
4. The proposed zoning change is consistent with the St.
Lucie County Growth Management Policy Plan and has satisfied the
standards of review set out in Section 5.3.300 of the St. Lucie
County Zoning Ordinance.

ABSTRACT
Application has been made by Adams Ranch, Inc., for an annual allocation of
1~28 BG (3.5 HGD) for mining de~atering in Sections 25 and 36, Township 55 South,
Range 37 East. Staff recommend~s an annual allocation of 1.28 B8 (3.5 HGO) and a
3 year permit subject tO 23 limiting conditions.

Total project size is 219 acres, The location of the applicant's project area is
depicted in Exhibits 1, 2 and 3~

The recommended allocation is subject to a Water Shortage Plan (Chapter 40. E-21

COI~CLUSIONS
Staff has concluded that the water use as recommended by Staff represents a
reasonable-beneficial use of the resource that will not impact adjacent exiSting
legal uses.
RECOMMENDATIONS
The Staff recommends that a Water Use Permit be issued to the applicant pursuant
to Permit Appl~cation No. 10285-E for an annual allocation of 1.28 B6 (3.5 MGO)
for 3 years. It is further recommended that this permit be subject to the

THE PERMITTEE SHALL OBTAIN ALL NECESSARY FEDERAL, STATE, LOCAL AND SPECIAL
DISTRICT AUTHORIZATIONS PRIOR TO THE USE OR WITHDRAWAL OF WATER.
THE PERMIT DOES NOT CONVEY ANY PROPERTY RIGHT TO THE PERMITTER, NOR ANY
RIGHTS AND PRIVILEGES OTHER THAN THOSE SPECIFIED IN THE PERMIT AND CHAPTER
40E-2, F.A.C.
MAXIMUM DAILY PUMPAGE FOR EACH PIT SHALL NOT EXCEED 10.1MG UNLESS OTHERWISE
SPECIFIED BY STAFF AS A CONSEQUENCE OF UNUSUAL RAINFALL CONDITIONS. IF THE
NEED TO EXCEED THE ABOVE WITHDRAWAL RATE ARIGES~ PERMITTER SHALL NOTIFY
DISTRICT STAFF OF. THE NEED, STAFF SHALL EVALUATE THE REQUEST THEN RENDER A
DECISION IN AN EXPEDITIOUS MANNER.
THE BORROW PIT SHALL BE CONSTRUCTED USING SOUND ENGINEERING PRACTICE. IF IN
THE OPINION DF STAFF THE EXCAVATION ENDANGERS THE PROPERTIES OF ADJACENT
OWNERS (THROUGH EROSION, SIDE WALL COLLAPSE, ETC.), THE PERMITTER SHALL
CEASE OPERATION UPON NOTIFICATION BY THE DISTRICT UNTIL A METHOD TO STOP
SUCH OCCURRENCES IS FOUND AND INSTITUTED.
THE OPERATION., MAINTENANCE, AND RECLAMATION OF THE BORROW PIT SHALL COMPLY
AT ALL TIMES WITH ALL COUNTY, STATE, AND FEDERAL REGULATIONS'GOVERNING THESE
OPERATIONS.
MAXIMUM INSTALLED CAPACITY FOR EACH BORROW PIT S'HALL NOT EXCEED 7000GPM.
PERMITTEE SHALL ESTABLISH A SURVEYED DATUM POINT FROM WHICH WATER LEVELS IN
THE BORROW PIT CAN BE REFERENCED.
PERMITTEE SHALL IMMEDIATELY CEASE DEWATERING UPON NOTIFICATION BY THE
DISTRICT WHEN THE DISTRICT DETERMINES THAT CONTINUED DEWATERING WOULD CREATE

Coquina Industries, Inc. has petitioned for a change in
zoning from AG (agricultural) to IX (industrial, extraction) for
certain property located South of Orange Avenue Extension,
approximately 3,060 feet North of Okeechobee Road, West of C-24
Canal. On March 27, 1986, the Planning and Zoning Commission
voted unanimously to recommend that the Board approve the
petition. Consistent with Board policy, staff has drafted a
resolution approving the proposed zoning change.

be rezoned so that they may legally continue to mine coquina rock
and transport it to the shores of Lake Okeechobee. County Staff
]has no objections to this petition. However, we would like to
remind the Petitioners that approval of this zoning
classification does not grant final approval to the pending
mining permit application. Prior to the commencement of this
operation, all applicable State_and County permits/approvals must
be Secure4 in accordance with Ordinance 84-06 - Mining and
Excavations.

Prior to this public hearing, notice of the same was
sent to all adjacent property owners.
PLANNING AND ZONING COMMISSION
MARCH 27, 1986
PUBLIC HEARING:
Petition of Coquina Industries, Inc. for a change in zoning
from AG (Agricultural) to IX (Industrial Extracting) for property
located south of Orange Avenue Extension, approximately-3060 feet
north of Okeechobee Road, west of C-24 Canal.
Mr. Bill Vest, a Vice-President with Coquina Industries
addressed the Board, saying they were requesting the rezoning to
enable them to extract cap rock located on the property. The cap
rock material is to be used to line Lake Okeechobee. It's a
Corp of Engineers project and it will. be 10 years in duration.
He added that there is a private road to the property, approxi-
mately 1% miles in length from Okeechobee Road and they will be
responsible for maintenance of the unpaved portion of the road.
M~s. Fawsett 'noted that this was a project of ten years
duration and asked the County Attorney if St.. Lucie County granted
mining.~permits fox that length of time. ~
Mr. McIntyre said a Class 1 mining permit is restricted to 8
years duration and a Class 2.mining permit is of 20 years duration.
He added that Coquina Industries is applyin§ for a Class 2 mining
permit.
Mr. Carman said, I believe there is a requirement ~hat mining
permits must be reviewed every four years.

Mr. McIntyre stated that the petitioner had to go through the
mining permit process in addition to the rezoning process.
Mr. Sciturro sai~ he had received a lette~ from James F.
Cummings, County Extension Director in favor of the petition.
COMMENTS: The Petitioners are requesting that this property be
rezoned so that they may legally continue to mine coquina rock and
transport it to the shores of Lake Okeechobee. County Staff has
no objections to this petition. However, we would like to remind
the Petitioners that approval of~this zoning classification does
not grant final approval to the pending mining permit application.
Prior to the commencement of this operation, all applicable State
and County permits/approvals must be secured in accordance with
Ordinance 84-06 - Mining and Excavations.
There was no opposition to the petition.
The meeting was closed to the public.
Mr. Carman made a motion to approve the petition based on
Staff's comments. The motion was seconded by Peggy Harris and
unanimously approved by the Board.
Mr. Sciturro stated the petition will be sent to the Board of

north of Okeechobee Road, west of C-24 Canal.
Mr. Bill Vest, a Vice-President with Coquina Industries
addressed the Board, saying they were requesting the rezoning to
enable them to extract cap rock located on the property. The cap
rock material is to be used to line Lake Okeechobee. It's a
Corp of Engineers project and it will be 10 years in duration.
He added that there is a private road to the property, approxi-
mately 1½ miles in length from Okeechobee Road and they will be
responsible for maintenance of the unpaved portion of the road.
Mrs. Fawsett noted that this was a project of ten years
duration and asked the County Attorney if St. Lucie County granted
mining permits for that length of time.
Mr. McIntyre said a Class 1 mining permit is restricted to 8
years duration and a Class 2 mining permit is of 20 years duration.
He added that Coquina Industries is applying for a Class 2 mining
permit.
Mr. Carman said, I believe there is a requirement that mining
permits must be reviewed every four years.
Mr. Vest said that was correct.
Mr. McIntyre stated that the petitioner had to go through the
mining permit process in addition to the rezoning process.
Mr. Sciturro said he had received a letter from James F.
Cummings, County Extension Director in favor of the petition.
COMMENTS: The Petitioners are requesting that this property be
rezoned so that they may legally continue to mine coquina rock and
'transport it to the shores of Lake Okeechobee. County Staff has
]no objections to this petition. However, we would like to remind
the Petitioners that approval of this zoning classification does
not grant final approval to the pending mining permit application.
Prior to the commencement of this operation, all applicable State
and County permits/approvals must be secured in accordance with
Ordinance 84-06 - Mining and Excavations.
There was no opposition to the petition.
The meeting was closed to the public.
Mr. Carman made a motion to approve the petition based on
Staff's comments. The motion was seconded by Peggy Harris and
unanimously approved by the Board.
Mr. Sciturro stated the petition will be sent to the Board of
County Commissioners with a recommendation for approval.

This is to confirm our telephone conversation concerning the coquina
mining on Adams Ranch.
The original permit was obtained from an outside firm with an agreement
with the Adams family to provide them with a water retention facility in
a location adjacent to proposed groves. This site will be used by the
Adams family for continued water conservation practices. Mr. Adams has
long been a leader in incorporating conservation practices with citrus
and ranching. Those practices established by them are soon copied by
other agriculturists to the benefit of the entire county.
Any consideration that you give to this request for a permit will be
greatly appreciated.
