On January 23, 1986, the St. Lucie County Planning and Zoning Commission held a public hearing, due notice of which had been published at l~ast thirty (30) days in advance, to consider amending the text of the St. Lucie County Zoning Ordinance, Section 3.2,520(1) Required Off-street Parking. 2. The St. Lucie County Planning and Zoning Commission recommended that the Board of County Commissioners approve the proposed amendment. 3. On March 18, 1986, the Board of County Commissioners of St. Lucie County, Florida, held a public hearing on the proposed amendment after publishing notice of that hearing in the Fort Pierce News Tribune on February 27, 1986. 4. This Board determined the proposed Ordinance amending Required off-street parking by adding Paragraph (y) Household goods warehousing and storage - mini-warehouses ........ 1 space per 5,000 square feet of floor area is in the best interest of the health, safety, and welfare of the citizens of St. Lucie County, Florida. Mr. Tom Eastman Of 107 Eo Arber Avenue appeared before the Board requesting the amendment to the Zoning Text. He said he was asking for a change in parking requirements. A mini storage building does not need that much parking due to the nature of the businesse Mro Murphy stated Staff has no objections to the petition. Mr. Carman said considering Staff recommends appro~ai of this petition and it does make good sense, he made a motion to approve the petition. Petition #32 MEMORANDUM TO: FROM: DATE: SUBJECT: Pl. anning and Zoning Commission Planning Administrator ~ January 20, 1986 c'~ Petition of Tom Eastman to amend Section 3o2.520(1) (a) of the St. Lucie County Zoning Ordinance Since the adoption of the Revised St. Lucie County Zoning Ordinance in July of 1984, a seemingly small issue has become an increasing headache for both County Staff and the general public. Mini-warehousing units for the storage of household goods have, over the past several years, experienced explosive growth. Several developers a month contact this office about the requirements for these structures. Unfortunately, the development regulations of most communities have not been able to keep pace with the increased demand for mini-warehousing units. The most commonly disputed issue involves the amount of required off-street parking. At present, St. Lucie County (as well as a number of similar jurisdictions throughout Florida) applies general warehousing parking requirement to these facilities. This often proves to be excessive and, in many cases, leads to unnecessary appeals to variance boards. County Staff has reviewed the petition proposal and compared it to the requirements of other Florida jurisdictions. For the most part, the more developed counties have adopted a standard policy for these facilities which incorporates both low parking ratios and minimum separation distances between units. This allows for adequate through traffic movement when a vehicle is parked at a particular bay. Most less-developed counties, similar to St. Lucie County, have not yet completely addressed this issue. County Staff has reviewed this petition and carefully considered its ramifications° At this time, we can find no reason to object to this petition and recommend its approval. This recommendation is based on the fact that this proposed standard would apply only to those uses clearly intended to be mini-warehousing for private household good. This ratio would not be applicable to any general warehouse complex or any complex that offered the potential for uses other than the storage of private household goods.
