On Wednesday, December 17, 1986, you will be asked to
review a petition on behalf of Mr. and Mrs. Oohn Church for a
change in~'zoning from RS-4 to H.I.R.D. for property located along
Tamarind Drive on North Hutchinson Island. The petitioner is pro-
posing to construct a triplex on this property, between two
existing multi, family uses. This petition was presented to the
St. Lucie County Planning and Zoning Commission on December 9,
1986, at which time, this Commission voted 3 to 3 on this
request. This vote forwards this petition to this Board with
neither a recommendation of approval or denial.
Attached for your review is a copy of the original staff
comments on this petition, transmitted to you on August l, 1986,
and the most recent memorandum transmitted to the St. Lucie
County Planning and Zoning Commission on December 2, 1986. By
separate memoranOum, the County Attorney's Office will be pro-
viding for your review a Draft Resolution granting approval to
this petition.

COMMENTS: County Staff has reviewed this petition and has determined
it acceptable under the requirements of the St. Lucia County Growth
Management Policy Plan, the Hutchinson Island Resource Management
Plan, and the type-and character, of the surrounding land development.

primarily grasses with a few small palm trees`. Intensive urban type
development in this area makes this lot an unlikely extensive wildlife
habitat.
The subject property is approximately 10,000 square feet in area.
At maximum multi-family development, this lot could support three (3)
units. Based upon accepted trip generation rates, this project would
at its ultimate multi-family-development generate 19.5 trips/day, as
opposed to 10.5 trips/day generated by a detached single-family home.
Although this proposed petition may generate a higher rate than that
found with a single-family home, its cumulative impact on the Island's
roadway system, both local and primary, is negligible. Under present
impact fee and development fee schedules, this project would be
required to pay $4,256.00 for road improvements.
In reviewing this petition, County Staff has looked carefully at
the surrounding use of land in this area. As the Commission is aware,
most of the residential units found south of Royal Palm Way in this
area are single-family homes. Exceptions to this are found along
Royal Palm Way, .Ocean Drive. and Tamarind Drive between Banyan Road
and Flamingo Boulevard. As indicated on the attached existing Land
Use Map, there 'remain only three lots along this stretch of Tamarind
Drive, including the subject lot, that have not yet been developed.
Given the type and condition of the existing uses along this block
County Staff is of the opinion that it is not practical to assume tha~
these interior lots will or should develop as single-family homes.
During earlier public hearings on this petition, concern was
expressed about what approval of this petition would do to the
develop%tnt of the properties across the street from this subject
block, the Commission is aware, these properties are presently
designated RM (Residential, Medium) on the Land Use Maps of the St.
Lucie County Growth Management Policy Plan and may be developed at any
time, subject to appropriate approvals. In 1982, this Board turned
down a proposed site plan for two multi-story towers along the ocean
in this area. Among the reasons cited for this denial was the incom-
Patibility of high rise development with the home:s in this area.
Staff is of the opinion that approval of this petition would not alter
or jeopardize this position.
In summary, County Staff finds that this petition is acceptable
under current policy and regulations and recommends its ap-proval.
Staff wouId cite, for the record, that this recommendation appiies
onIy to this specific petition and any other subsequent amendment
requests are subject to detafied review and consideration

Petition of Mr. and Mrs. John Church for a change in zoning from
RS-4 (Residential, Single Family - 4 d.u./ac) to H.I.R.D
(Hutchinson Island Residential District). '
Mr. John Church said he would stand on all his comments made in
the previous petition.
There were no additional comments in opposition.
Chairman Terpenin§ closed the public portion of the hearing.
Staff referred back to their comments from the previous petition.
Mr. Russakis made a motion to recommend approval of the petition.
Mr. Carman seconded the motion, and upon roll call, Mrs. Fawsett,
Mrs. Ferrick and Mr. Terpening voted against the motion, and Mr.
Carman, Mrs. King, and Mr. Russakis voted in favor of the
motion, constituting a tie vote which will be forwarded to the
Board of County Commissioners as a tie vote.
Mr. Hellstrom~.~offered three issues regarding drainage.: (1)
provide for unimpaired passage of water entering the site from
off-siTe areas, (2) provide for compensating storage, and (3)
provide retention areas onsite. Thirteen acres will be required
for surface water management purposes, or 34% of the project.
Mrs. Fawsett asked Mr. Hellstrom if water would be standing in the
retention areas year around, and what the depth would be. He
replied that some would, as lake areas, and some would not.
Regarding the depth, he replied that it would vary fromrone lake
to another.
Jim Fleischman spoke regarding market analysis. His firm found
that an appropriate major anchor for this project would be a
Publix Grocery Store. Further in discussion, Mr.. Rhodes
mentioned that the opening date for this center-would be around
Thanksgiving of 1988. The proposal consists of two phases, the
first opening in late 1988, and the second opening in 1989 or

The purpose of the Hutchinson Island Residential
District (HIRD) is to provide a residential
environment on North and South Hutchinson Island
that is respectful of the natural resources and
value of the barrier islands and can be supported by
available public 'and private services. HIRD is
intended to ensure that the intensity, location, and
timing of new residential growth and development is
of a character that can be served by adequate public
and private facilities, and that protects, preserves
and enhances the public health, safety, and welfare
o.~ the citizens of St. Lucie County. Hutchinson
IS~land constitutes a unique and valuable public
resource that plays a vital role in defining the
County's economic and geographic character. HIRD is
intended to facilitate growth and development of the
barrier islands while conserving the natural and
human values the islands represent. Given the
environmentally sensitive nature of barrier islands,
HIRD is designed to ensure that growth and
development is clustered away from environmentally
sensitive lands and is limited to the more tolerant
upland portions of Hutchinson-,,Lsland. HIRO is also
intended to implement and be consistent with the St.
Lucie County Growth Hanagement Policy Plan.
Intent of Application ' ' ....
(a) It is t'he intent of the Board of County
Commissioners 'that HIRD shall apply to all
multi-family residential property in the
unincorporated areas of North and South
Hutchinson Island.
(b)
No application for an amendment to this
Ordinance shall be accepted which proposes to
change the zoning classification of any land on
North and South Hutchinson Island to a
classification other than to Hutchinson Island
Residential District (HIRD) or to Planned Unit
Development (PUD); Commercial, Office (CO);
Commercial, Neighborhood (CN); Commercial,
General (CG); Utilities (U); or Institutional
(I).
Subdistricts
For the purposes of this District, lands located on
North and South Hutchinson Island are hereby
classified into the following subdistricts:

North Hutchinson Island Residential District
(NHIRD), which includes those lands located on
North Hutchinson Island in St. Lucie County;
South Hutchinson Island Residential District,
North (SHIRD-N), which includes those lands
located on South Hutchinson Island between the
Florida Power & Light Company nuclear power
plant and the city limits of the City of Fort
Pierce; and
South Hutchinson Island Residential District,
South (SHIR.D-S), which includes those lands
located- on South Hutchinson Island between the
Florida Power & Light Company nuclear power
plant and Martin County.
Environmental Zones
For the.purposes of this District, all lands located
on North and South Hutchinson Island are classified
into one of the following environmental zones based
on their geologic, hydrologic, topographic, and
biologic~,.character as of the effective date of this
Ordinance:

Dune Preservation Zone,.,.,which includes those
lands lying between the mean high water line to
the east and the western edge of the primary
dune system, as defined by vegetation and
elevation. The Dune Preservation Zone shall
have the 'characteristics of the Beach and
Duneland~ environmental zone as described in
Chapter VIII, Natural Environmental Analysis,
of the St. Lucie County Barrier Island Study:
Analysis of Growth Management Policy Plan
(August, 1982). Where the western edge of the
primary dune system cannot be ascertained, the
Dune Preservation Zone shall be set by
reference to a management/restoration plan that
has been prepared based on natural coastal
dynamics.
Uplands, which include those lands lying west
of the western edge of the primary dune system
and which are not classified as Wetlands as
defined in paragraph (c) of this subsection.
Wetlands, which include t'~se lands lying west
of the western edge of the primary dune system
that are above the elevation of Mean High Water

waters of the state as defined in Rule 17-
4.02(17), Florida Administrative Code, on the
date of adoption of this Ordinance.

environmental zones in the Hutchinson Island
