to RM (Medium Density Residential)
On Wednesday, December 17, 1986, you will be asked to
review a petition on behalf Of William E. Carpenter (by Agent,
Daniel Sugg) to amend the Future Land Use Maps of the St. Lucia
County Growth Management Policy Rlan from RL to RM. This petition
was presented to the St. Lucia County Local Planning Agency for
review on December R, 1R86, at which time, this Agency voted 6 to
0 to recommend denial of this petition.
As required under Chapter 163, Florida Statutes, County
Staff has transmitted this amendment request to the Florida
Department of Community Affairs for interagency review. In
reviewing this petition, the Department voiced some concern over
the compatibility of this proposal with the Residential and
Agricultural Development Policies of the Growth Management Rolicy
Plan. On September 22, 19~6, the Treasure Coast Regional
Planning Council reported that this proposed amendment did not
conflict with any regional plan or policy.

On August 7, 1986, the St. Lucie County Board of County
Commissioners held a public hearlng for the purpose of
authorizing the t=ansmlttal of this petition to the Florida
Department oF Community Affai=s as requlred under Chapter
163.3184, Florida Statute. As of this date, my office has not
received~..any return comments from theDepartment about this
Petition. On September 22, 1986, the Treasure Coast Regional
Planning Council held a hearing on the proposed petition, and
reported that the.proposal DiG not conflict with any adopted
Council plans ,or policies.

One of the items discussed at this meeting was the
projected impact a project Of this nature would have on this area's
road network. As a requirement of development approval, the developer
of this site would be required to complete a Traffic Impact Analysis
Report. The most current information available for this area
indicates that, with the possible need fo= some safety improvements at

State Department of Community Affair~ pursuant to Sections 163.3184(1)(c)
and (2), Florida Statutes, for co"sideration by the County prior to
adoption of the document.
Evaluation
The proposed amendments to the Land Use E'lement have been reviewed in
accordance with the requirements Of Chapter 163, F]orida Statutes,
Council's review procedures, and Council's adopted plans and Policies. The
following comments are offered as a result of that r~view.

Dear Mr. Hook:
Pursuant to the requirements of the Local Government Comprehensive Planning
and Land Development Requlation Act, Chapter 163, Florida Statutes,-the
Treasure Coast Regional Planning Council reviewed the amendments to th~ St.
Lucie County land use element at its regular meeting on September 22, 1986.
-
The following comments were approved by Council for transmittal to the
State Department of Community Affairs pursuant to Sections 163.3184(1)(c)
and (2), Florida Statutes, for consideration by the County prior to
adoption of the document.
Evaluation
The proposed amendments to the Land Use Element have been reviewed in
accordance with the requirements of Chapter ~63, Florida Statutes,
Council's review procedures, and Council's adopted plans and policies. The
fol)owin9 Comments are offered as a result of that rpview.
The proposed amendments are not in conflict or inconsistent with
adopted Council plans or policies. Proposals to convert large
tracts of agricultural lands to semi-urban uses (e.g., Item 20)
are of some concern, however, and should not be considered prior
to a comprehensive reevaluation of the County's goals and
objectives for the entire area (see attached letter).
Prior to the approval of the land use amendments, the proposed
changes should be tested aQainst the St. Lucie County
transportation model, to assure that the affected roadways can
accommodate the more intense land uses.
Council supports the efforts of St. Lucie County and the School
Board of St. L.ucie County (see the attached letter) in improving
educational opportunities thnough-the use of dmdications and
impact fees as discussed in the amendment request.

The property described by It!em 1 is close to the sites of 'the
Treasure Coast Square Mall iand the proposed Vista Plantation
development in Martin Counity. The ability of U.S. I to
accommodate additional traffic generated by Item t must be
ensured. Adequate right-of-Bay should be dedicated f~r future
expansion of the roadway netwiork prior to the development of this
parcel.
Considering ~'the proximity of Item 16 to the St. Lucie County
Airport, the current land use desianation of Light Industrial may
be m~re appropriate than tihe p~oposed Residential land use
desigpation. Consideration should be given to plans for future
expansion of the airport facilities an~ increased levels of air
traffic, as well as noise and Isafety~issues.
The property described by Item 18 contains many acres of
wetlands known as the Nor£hern Savannas. Care should be taken
to minimize the impacts of any development on this
environmentally sensitiv~ area~.
The propertv d~scribed b~ Item 20 is located on the border of
Indiah Rive~ County and is near the interface of the St. Johns
River Water Manaaement District and South Florida Water
Management District-. Since a development of such size in this
location may have far reaching impacts, it is recommended that
the land use amendment not ~e approved until both St. Lucie
Count~ and Indian River Countly aQree that such an action would
not adversely affect the ab~ity of ~ther county to realize
growth management and plannin~ objectives. A ~rimary concern is
the relationship of th~ project with the existing
urban~agricultural boundary. Development of the property as
residential may create compatibility problems with existing
agricultural development. Prior to considerino any chan~e in
land }se, the County should ~arefully conside~ its lonQ ~ange
plans for this area, provisi~ of infrastructure and s~rvice~, ~
and the impacts of residential development on agricultural
activities in the area Additionally, a project of the size of
this proposal would ~e a ~RI. Final consideration of the
proposed land use change should, perhaps, wait until a report
and recommendations can be ~eveloped that' evaluate regional
issues.

Indian River County staff has rev£ewed the petition of the
Strazzu~a Brothers Company, Inc. and aohn B. Culverhouse etal to
amend the future land use maps of the St. hucie County Growth
Hanageme~t Policy Plan from AG (Agricultural) to SU ($emipOrban)
for the Above ~eEerenced pro~ect. At this time staff's comments
are as follows.

one unit per acre) is not compatible with Indian River
Country's Land Use Plan (Agriculture at one unit per five
acr(s). The existing parcels in the surrounding area are
cur~'ently in agricultural production. Until such time that

Petition of William E. Carpenter (by Agent: Dan£el Sugg) to amend
the Future Land Use Maps of the St. Lucie County Growth
Management Policy Plan from RL (Low Density ResidenTial) to RM
(Medium Density Residential) located on the east ~side of Sunrise
Blvd., approximately 1600' south of Bell Avenue.
Mr. Dan Sugg represented the petitioner. He presented an aerial
photo showing surrounding land use: RL on the west, Dept. of
Correction Detention-Center and a church school on the north,
IL on the east, RL on a portion on the south, RM on the
remaining southern boundary, and a heavy commercial development
along Oleander Blvd. The petitioner is not asking for 11
d.a./ac., but slightly less than 6 d.u./ac, RL to RM zoning. He
said they proposed single story, low profile units along Sunrise
Blvd. which is in keeping with the residential character of White
City.
Mr. William C. Carpenter appeared before the Board giving h~s
background. He said a quality development is proposed, and
explained traffic would only be increased + 20%.
The following persons were in opposition to the petition: Mr.
F. H. Conrad expressed his concern regarding drainage and rental
units; Mr. Grady Fitzpatrick who was concerned with drainage and
flooding;. Mr. Bill~ Zumbrum who was also concerned with
flooding, increased traffic and hazardous traffic conditions, and
neighborhood quality; Mr. David Wilbur who opposes use other
than single family residences, has water, sewer, and traffic
..... concerns; Mr, Nevy Townsend who expressed his concern regardin, g
neighborhogd quality; Mr. Gerald Davis expressed his opposition;
Mr. John Denmark expressed his concern regarding traffic.
Mr. Carpenter addressed traffic and drainage concerns regarding
intended density, and the quality of the intended project. He
also mentioned a letter from the Ft. Pierce Utility Authority
that water and sewer are available.
Chairman Terpening closed the public portion of the hearing.
Mr. Murphy of Staff responded tO Mr. Carpenter's question regard-
ing traffic figures. Regarding Dept. of Community Affairs
comments, they found the petition to be inconsistent with
residential development and agricultural development policies of
the GMPP. Mr. Murphy found that statement to be confusing and
has been trying to obtain clarification. Regarding Treasure
Coast RegiOnal Planning Council comments, they determined that
the proposed amendment did not contravene any regional policy or
plan. Staff's position is one of approval due to the proposed
change in land use providing a
reasonable development opportunity
an~ transition of use between industrial areas and single family
ar~as. Staff would prefer to see a Planned Unit Development that
would afford the developer maximum design flexibility, while
addressing the issues of water management, landscaping,
screening, etc. Staff recommends approval of this petition.
Mr. Carman questioned Staff regarding agricultural land east of
the turnpike being in a holding position, subject to rezoning or
changes to the GMPP,-and land west of the turnpike should be
preserved for agriculture. Mr. Murphy explained that the
philosophy Was that the agriculture lands lying "in the urbanizing
or developiog portion of the County would eventually be developed
in some fashion.
Mr. Russaki~ stated his concern regarding an increase in traffic
flow on Sunrise Blvd. and the possibility of spot zoning.
