A RESOLUTION CHANGING THE ZONING CLASSi
OF CERTAIN PROPERTY IN ST. LUCIE COUNTY,
WHEREAS, the Board of County Commissioners of St.
County, Florida, has made the following determinations:
Lucie
1. Christian Missonary Alliance presented a petition for a
change in zoning from RS-4 (Residential, Single Family 4 du/ac)
to I (Institutional) for the property described below.
2. The St. Lucie County Planning and Zoning Commission,
held a public hearing on the petition, after publishing notice at
least fifteen (15) days prior to the hearing and notifying by
mail owners of property within five hundred feet (500') of the
subject property, and has recommended that the Board ~ the
hereinafter described request for change in zoning classification
from RS-4 (Residential, Sing!e Family 4 du/ac) to I
(Institutional) for the property described below.
3. On March 28, 1989, this Board held a public hearing on
the petition, after publishing a notice of such hearing in the
Fort Pierce News Tribune on March 7~ t989, and notifying by mail
all .owners of property within 500 feet of the subject property.
4. At this Boards Public Hearing of March 28, 1989, and at
the request of the petitioner, consideration of this petition was
tabled until April 25, 1989.

David DeWitt, on behalf of the petitioner, was present to request
approval of this petition.
It was moved by Com. Minix, seconded by Corn. Fenn, to adopt
Resolution No. 89-86, a .resolution changing the Zoning
Classification of certain property in St.. Lucie County, Florida;
and, Upon roll call, motion carried unanimously.
(Com. Trefelner abstained from voting on this petition because of

On Tuesday, April 25, 1989, you will be asked to review a
petition on behalf of Christian Missionary Alliance, for a change
in zoning from RS-4 to I, for property located on the east side
of South 25th Street, approximately 1./2 mile south of Edwards
Road. The petitioner is proposing to construct a church on this
~property.
This petitio~ was originally scheduled for the March 28,
1989, regular meeting by the Board of County Commissioners. At
the request of the petitioner, the petition was deferred until
the Boards meeting of April 25, 1989, meeting.
County staff has reviewed this petition and determined it
consistent with the Land Development Policies of the St. Lucie
County Growth Management Policy Plan.
On Thursday, February 23, 1989, the St. Lucie County
Planning and Zoning Commission held a public hearing on this
petition. By unanimous action, the Planning and Zoning Commission
voted to recommend approval of this petition.
Attached, you will find a copy of Draft Resolution #89-86,
our original suaff report in this matter and the minutes of the
February 23, 1989, Planning and Zoning Commission meeting. If you
have any questions on this matter, please let us know.

In reviewing this application for proposed amendment to the
Official Zoning Atlas, the Planning and Zoning Commission shall
consider and make the following determinations:
Whether the proposed amendment is in conflict with
any applicable portions of this Ordinance;
The proposed 6hange in zoning is consistent with
the spirit and intent of the St. Lucie County
Ordinance, Institutional zoning., district
regulations.
Whether ~he proposed amendment is consistent with
all elements of the St. Lucie County Growth
Management Policy Plan;
The proposed change in zoning is consistent with
the St.- Lucie County Growth Management Policy
Plan.
Whether and the extent to which the proposed
amendment is inconsistent with existing and
proposed land uses;
The proposed change in zoning is consistent with
both the existing and proposed residential uses in
this area.
Whether and the extent to which the proposed
amendment would result in demands on public
facilities, and whether or to the extent to which
the proposed amendment would exceed the capacity
of such public facilities, including but not
limited to transportation facilities, sewage
facilities, water supply, parks, drainage'
schools, and emergency medical facilities;

Edwards Road. The petitioners propose to construct a church on
this property.
County staff has reviewed this petition and determined it to
be generally consistent with the Institutional development
policies of the St. Lucie County Growth Management Policy Plan
and St. Lucie County Zoning Ordinance

Regarding the Minutes of the February 23, 1989 Regular Meeting of
the Planning and Zoning Commission/Local Planning Agency, Mr.
Pruitt made a motion to approve the subject minutes. Mr. McCain
seconded the motion, and upon roll call, the Board voted
unanimously in favor of the motion, with the exception of
Patricia King and Douglas Skidmore who were not present at

property located on the south side of Juanita Avenue,
approximately 1/2 mile west of North 25th Street.
Reverend Keith C. Smith presented the petition. He stated that
the purpose for the request is to allow construction of a church
on the subject property. The church's present location is on
Avenue E. The church has outgrown the facility at that location.
Mr. Willie J. Williams, Sr., the realtor and one of the owners of
the subject property, said that Friendship Missionary Baptist
Church. needs a larger property for additional parking space~ and
a larger building.
Regarding Staff -comments, Mrs. Scanlon said Staff .found the

Mr. McCain made a motion that the Planning and Z6ning Commission
recommend that the St. Lucie County Board of County Commissioners
grant approval to the petitioh of Friendship Missionary Baptist
Church for a .change in ~oning f~om RM-5 (Residential, Multiple
Family - 5 .du/ac) to ~ (Institutional). Mr. Cazman-seconded the-
motion, and upon roll call, the Board unanimously voted in favor

WHEREAS, the Board of County Commissioners of St.
County, Florida, has made the following determinations:

2. The St. Lucie County Planning and Zoning Commission,
held a public hearing on the petition, after publishing notice at
least fifteen (15) days prior to the hearing and notifying by

subject property, and has recommended that the Board aDprove the

3. On March 28, 1989, this Board held a public hearing on

the request of the petitioner, consideration of this petition was
tabled until April 25, 1989.
