A RESOLUTION GRANTING FINAL DEVELOPF~T
PLAN APPROVAL FOR PARCEL lB CALLAWAY
PLACE OF T~E RESERVE PLANNED UNIT DEVELOPMENT
WHEP~S, the Board of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. On May 24, 1984, the St. Lucie County Planning and
Zoning Commission held a public hearing, of which due notice was
published in the Fort Pierce News Tribune and mailed to all
property owners within 300 feet at l~ast 15 days~'prior to the
hearing, and recommended to this Board that .... preliminary
deVelopment plan approval for The Reserve Planned Unit
Developmentbe granted.
2. On July 3, 1984, this Board held-a publiC' hearing, of
which due notice was.published in the Fort Pierce News Tribune
and~ mailed to all property owners within 300' feet at least 15
days prior to -~the hearing, to consider whether to grant
preliminarydevelopment Plan approval for the proposed project.
3. On July 10, 1984, by ResolUtion No. 84-101, this Board
granted preliminary development plan approval for the proposed
project as shown on the drawings for the project prepared by
Holly & Weber, Inc., and as further described in the-accompanying
submissions of the developer, Callaway Land & Cattle Company,
Inc., subject to the following conditions:
(1) Before receiving any certificate of
occupancy in Phase I, the developer shall
install a left turn lane at the
intersection of Glades Cut-Off Road and
Re serve- Boul evar d. ~

The developer shall provide an es~zma~e
of the cost of improving signalization at
the intersection of Glades Cut-0ff. . Road
and Midway Road. Before rece:vzng any
building permit in Phase II, the
developer, shall insure such improved
signalization by providing to the County
security in the amount Of the estimated
cost of the imp[ ovement. If such
improved signalization becomes warranted
within two years of receiving the last
certificate of occupancy in Phase iii,
the developer shall provide the
improvement. If such improved
signalization does not become warranted
within two years of receiving the last
certificate of occupancy in Phase III,
the security for the ~improvement shall be
released.
(3) Prior to the issuance of each building

NOW, THEREFOP~, BE' IT RESOLVED by. the Board of Coun~
Commissioners of St. Lucie Connty, Florida-:
A. ~nrsnant to Section 3.3.121 of the St, Lucie County
Zoning
Ordinance, final development plan approval for that
portion of The Reserve Planned Unit Development known as Parcel
lB Callaway Place and shown on the drawings prepared by Karner &
Associates be, .and the same is hereby, granted, subject to the
following conditions:
1.) Prior to the issuance of any building
permits for any units within this parcel,
the developer shall pay to the St. Lucie
County School Board the following
assessment:
$739.18 per unit under application
This fee shall remain in~ full force and
effect until such time as the St. Lucie
CoUnty Board of County Commissioners
adopts and enacts a School Impact Fee
Ordinance. Upon enactment of said
Ordinance, the fee schedules and
requirements contained therein shall
apply.
2.) Minimum Building Spacing requirements
shall be consistent with the requirements
of the RS-4 Zoning District, St. Lucie
County Zoning Ordinance and any amendment
thereto.
3.) Prior to the issuance of any building
permits, in this parcel, the developer
shall comply with all St. Lucie County
Subdivision regulations.
B. The conditions set forth in Section A, in Resolution No.
84-101, and in Resolution No. 84-129 as amended by Resolution No.
85-1.94 and Resolution No. 86-246 are an integral and~nonseverable
part of the site plan approVal granted by this resolUtion. If
any condition set forth in Section A is determined to be invalid
or unenforceable for ~any reason and the developer declines to
comply voluntarily with that condition, the site plan approval
granted by this resolution shall become null and void.
C. The St. Lucie County Community Development Director is
hereby directed to mail a copy of this resolution to the agent of
record for the developer of the project.
D. Unless within one year of the date of this resolution
construction is commenced in accordance with the final
development plan, the final development plan approval granted by
this resolution, the preliminary development plan approval
granted by Resolution No. 84-101, and all county permits based on
such approvals shall become null and void.
E. A copy of this resolution shall be attached to the
planned unit development submissions described in Section A of
Resolution No. 84-101 of this Board, which submissions shall be
placed on file with the St. Lucie County Community Development
Director.

The above project was reviewed by the Site Plan Tecnnical
Review Committee on February 9, 1987, and again on Moron 6, 1987.
At that time, 8 and 1 comments/recommendations were made
respectively. Site plan met all tecnnical requirements on March
17, 1987.

Commiseion Review: Callaway Place
The Reserve
COMMENTS:
On August 2i, 1984, the St. Lucie County Board of County
Commissioners granted fiinai planned unit development approval to
a portion of the Reserve-Planned Unit Development. Those parcels
gaining Final plan approval, at that time, were Parcels i-A, a, 5
and tne golf course and cluonouse complex. The developer was
tnen directed to oring each subsequent parcel in for final
development plan approval, pursuant to the requirements of
Section 5.3.121(5) of the St. Lucie County Zoning Ordinance. In
Sep~emoer 1985, the developer presented final plans for Parcel
At this time, tne developer is seeking ~inal approval for
Parcel 18. This parcel is to be known as Callaway Place. Within
this parcel the developer is proposing to construct 51 single
family units. The original approved preliminary plan for this
parcel indicated a total of 75 multi-family units. This is a
decrease of aa units. The developer nas decreased the site of
the parcel from approximately 12 acres Lo 9.2 acres. The change
in character of' residential development and the decrease in
parcel apes, does not effect the overall preliminary P.U.D.
approval, since the proposed development remains in substantial
conformity with its original approvals. The maximum number of
units permitted in this project remains 794 as indicated on the
conceptual development plans, approved in 1984.
At the time of approval of the preliminary development plan
in 1984, the developer was required to submit a complete traffic
impact report. This report ~as reviewed by County staff and
found to be acceptable. No extra off-site.impacts are expected
as a result of this project. Tn'is Oevelopment is subject to the
County's mandatory road impact fee. It is estimateO that this
parcel will generate $ 11,515.00 in road impact fees (based on a
rate of $ 565.00 per unit).
At the time of approval of the preliminary development plan
in 1984, t~e developer submitted an environmental impact report.
This report was reviewed by County staff and found to be
generally acceptable. No critical environmental issues ~ere
raised at tmat time. However, a more detailed analysis will be
required as apart of future review as a development of regional
impact.
All water and sewer services to this site will be provided
by this project's own central system. The water and sewer plants
are located in the Reserve Commerce Park.
