On July 10, 1984, by ResolUtion No. 84-101, this Board granted preliminary development plan approval for the proposed project as shown on the drawings for the project prepared by Holly & Weber, Inc., and as further described in the-accompanying submissions of the developer, Callaway Land & Cattle Company, Inc., subject to the following conditions: (1) Before receiving any certificate of occupancy in Phase I, the developer shall install a left turn lane at the intersection of Glades Cut-Off Road and Re serve- Boul evar d. ~ (2) The developer shall provide an es~zma~e of the cost of improving signalization at the intersection of Glades Cut-0ff. . Road and Midway Road. Before rece:vzng any building permit in Phase II, the developer, shall insure such improved signalization by providing to the County security in the amount Of the estimated cost of the imp[ ovement. At that time, 8 and 1 comments/recommendations were made respectively. Site plan met all tecnnical requirements on March 17, 1987. Aoril t7~ 1987 Page 2 Commiseion Review: Callaway Place The Reserve COMMENTS: On August 2i, 1984, the St. Lucie County Board of County Commissioners granted fiinai planned unit development approval to a portion of the Reserve-Planned Unit Development. Those parcels gaining Final plan approval, at that time, were Parcels i-A, a, 5 and tne golf course and cluonouse complex. The developer was tnen directed to oring each subsequent parcel in for final development plan approval, pursuant to the requirements of Section 5.3.121(5) of the St. Lucie County Zoning Ordinance. In Sep~emoer 1985, the developer presented final plans for Parcel At this time, tne developer is seeking ~inal approval for Parcel 18. This parcel is to be known as Callaway Place. Within this parcel the developer is proposing to construct 51 single family units. The original approved preliminary plan for this parcel indicated a total of 75 multi-family units. This is a decrease of aa units. The developer nas decreased the site of the parcel from approximately 12 acres Lo 9.2 acres. The change in character of' residential development and the decrease in parcel apes, does not effect the overall preliminary P.U.D. approval, since the proposed development remains in substantial conformity with its original approvals. The maximum number of units permitted in this project remains 794 as indicated on the conceptual development plans, approved in 1984. At the time of approval of the preliminary development plan in 1984, the developer was required to submit a complete traffic impact report. This report ~as reviewed by County staff and found to be acceptable. No extra off-site.impacts are expected as a result of this project. Tn'is Oevelopment is subject to the County's mandatory road impact fee. It is estimateO that this parcel will generate $ 11,515.00 in road impact fees (based on a rate of $ 565.00 per unit). At the time of approval of the preliminary development plan in 1984, t~e developer submitted an environmental impact report. This report was reviewed by County staff and found to be generally acceptable. No critical environmental issues ~ere raised at tmat time. However, a more detailed analysis will be required as apart of future review as a development of regional impact. All water and sewer services to this site will be provided by this project's own central system. The water and sewer plants are located in the Reserve Commerce Park.
